Voyager Technologies in Pueblo, CO is hiring a Manager, Infrastructure Engineering to lead the Mission Infrastructure Engineering group and oversee capital projects for manufacturing and test operations. You will stay hands-on while building processes, standards, and a scalable team structure to support rapid growth.

The role requires a strong engineering background, 3+ years of leadership, and proven ability to drive projects from design through commissioning in a regulated, industrial setting.

Qualifications

• Bachelor’s degree in Construction Management, Civil, Mechanical Engineering or related field with 7+ years of facilities/construction PM experience.
• 15 years of hands-on facilities and infrastructure engineering experience in lieu of a degree.
• Led end-to-end capital projects in industrial, defense, or manufacturing settings.
• 3+ years leading engineering teams and building team structures.
• Established processes and standards in ambiguous environments, including project controls and SOW docs.

Responsibilities

• Lead and grow a 5–8 engineer team across facility design, construction project engineering, commissioning, and industrial engineering.
• Act as the technical anchor for MIE with hands-on project involvement across the full infrastructure lifecycle.
• Own the MIE project portfolio and drive delivery against schedule, budget, and scope while implementing controls and documentation standards.
• Translate DoD and program requirements into infrastructure strategies with cross-functional partners.
• Develop frameworks for SOWs, controls, commissioning, and design review processes to enable repeatable delivery.
• Manage external contractors and vendors, including bid evaluation and performance oversight across multiple projects.
• Prepare capital proposals, budgets, status updates, and reviews for Manufacturing Engineering leadership.
• Recruit, onboard, and mentor MIE engineers to build depth and leadership.

The Manager, Infrastructure Engineeringwill be located onsite in Pueblo, CO and reports to the Manufacturing Engineering Manager. This role leads the Mission Infrastructure Engineering (MIE) group — a team of 5–8 engineers spanning facility design, construction project engineering, commissioning, and industrial engineering — responsible for delivering the physical environments where Voyager’s manufacturing and test operations are built and run. This is a player‑coach role: the right person leads from the front, maintains hands‑on engagement with active capital projects, and simultaneously builds the processes, standards, and team structure that will define how MIE operates for years to come. With active capital projects underway and a group being stood up from scratch, year one demands both the technical credibility to drive real deliverables and the leadership range to build a high‑performing team around them.

In this role, the essential functions are:

• Lead, develop, and grow a team of 5–8 engineers across facility design, construction project engineering, commissioning, and industrial engineering — establishing clear expectations, driving accountability, and building a culture of technical excellence and ownership.
• Serve as the technical anchor for MIE — maintaining hands‑on engagement with active capital projects, reviewing SOWs and building plans, and providing direct engineering guidance across the full infrastructure lifecycle from requirements through operational commissioning.
• Own the MIE project portfolio — driving delivery of active capital projects against schedule, budget, and scope commitments while simultaneously standing up the program controls, documentation standards, and execution processes that will govern how the group operates.
• Translate program and DoD requirements into facility infrastructure strategies — partnering with Manufacturing Engineering, Process Engineering, Automation & Controls Engineering, Safety, and Compliance to ensure physical environments are designed and built to support operational requirements.
• Establish the processes, standards, and tools that define how MIE delivers — including SOW development frameworks, project controls methodology, commissioning protocols, and facility design review processes — building repeatable, scalable infrastructure delivery capability where none currently exists.
• Manage relationships with external contractors, construction firms, subcontractors, and vendors — leading bid evaluations, overseeing contract performance, and ensuring scope, schedule, and quality commitments are met across all active projects.
• Prepare and present capital project proposals, budget requests, status updates, and program reviews for Manufacturing Engineering leadership and senior stakeholders, ensuring clear communication of project health, risk, and decisions required.
• Recruit, onboard, and develop MIE team members — identifying talent gaps as the group scales, building a hiring pipeline across the four MIE disciplines, and mentoring engineers toward greater technical depth and leadership capability.

Basic Qualifications

• Bachelor’s degree in Construction Management, Civil Engineering, Mechanical Engineering, or a related engineering discipline with 7 years of experience in facilities engineering, construction project management, or a related field OR 15 years of hands‑on facilities and infrastructure engineering experience in lieu of a degree.
• Demonstrated experience leading the end‑to‑end delivery of capital projects — from requirements and design through construction execution and operational commissioning — in an industrial, defense, or manufacturing environment.
• Minimum 3 years of experience leading and developing engineering teams, with demonstrated ability to build team structure, drive accountability, and grow individual contributors in a fast‑paced technical environment.
• Proven ability to establish processes and standards in an ambiguous, fast‑moving environment — including project controls methodology, SOW development, and documentation frameworks — where formal systems did not previously exist.
• Experience managing external contractors, construction firms, and vendors — including bid evaluation, contract oversight, and performance management across concurrent projects.
• Strong written and verbal communication skills with the ability to translate technical project status, risk, and recommendations into clear executive‑level presentations and program reviews.
• Demonstrated commitment to safety culture and ability to operate within rigorous regulatory environments including OSHA, ITAR, and hazardous or energetic materials standards.
• Strong self‑starter with the ability to lead from the front in a fast‑paced, mission‑driven startup environment where building and delivering happen simultaneously.

Preferred Qualifications

• Experience with energetic materials, explosives, or other hazardous manufacturing facility construction including C1D1/C2D1 classified environments.
• Proficiency in project scheduling and controls tools such as Microsoft Project, Smartsheet, or equivalent, with demonstrated use in managing multi‑disciplinary capital project portfolios.
• Working knowledge of AutoCAD, Revit, or similar design tools for reviewing facility drawings, site plans, and construction documents.
• PMP, CCM, or equivalent project management certification with demonstrated application in capital construction or industrial facility programs.

Travel, Physical and Government Mandated Requirements

• Travel up to 20%, including the possibility of overnights within the continental United States.
• Ability to lift, move, or carry items or equipment up to 50 pounds. Comfortable standing, walking, climbing, balancing, stooping, kneeling, and crouching in a manufacturing environment; use of personal protective equipment required.
• Candidates must meet all eligibility requirements to obtain and maintain applicable state and federal explosives licenses, including minimum age requirements (21 and over), a drug‑free workplace in compliance with the Drug‑Free Workplace Act of 1988 (41 U.S.C. §§ 8101–8106), Executive Order 12564 (Drug‑Free Federal Workplace), applicable Department of Defense directives including DoD Instruction 1010.09 and DFARS 252.226‑7003, and successful completion of any legally required background investigations.
• To conform to U.S. Government space technology export regulations, including the International Traffic in Arms Regulations (ITAR), you must be a U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by 8 U.S.C. 1324b(a)(3), or eligible to obtain the required authorizations from the U.S. Department of State.

The good faith base salary range for this role is $130,000 – $160,000 at the time of this posting. Where you fall within the range depends on your experience, skills, and location. This range reflects base salary only and does not include benefits or bonus/incentive. This range may be adjusted in the future.
