The State of Oregon, serving through the Enterprise Technology Services Division (ETSD), seeks an Information Technology Developer to join our Salem team. You will build, support, and maintain custom web applications and integrations in alignment with statewide rules and CIS Controls.
You will work with cross-functional teams, gather requirements, and drive timelines while ensuring secure development practices and effective training for end-users statewide.

In this job profile, we offer candidates new to OJD up to the fourth step of the salary range; exceptions are rare but can be made depending on experience, pay equity, and administrative discretion.

In this role, you will work alongside other developers to build, support, and maintain custom web applications and integrations while ensuring compliance with statewide business rules, security requirements, CIS Controls, software development lifecycle, and other applicable standards. That includes working closely with both technical and non-technicalusers, stakeholders, and project managers to gather use cases, business processes, and requirements and to establish timelines. Also, once you attend the CSSLP course from ISC2 within the first year of hiring, you will act as the team member responsible for championing the team’s adherence/compliance to CIS Controls.
Our team is looking for candidates who have a strong understanding of application and web development best practices and the software development cycle, as well as knowledge of secure development lifecycle practices, CIS controls, and general security best practices. You will interact with cross-functional teams and will be expected to promote adoption of shared platforms and standards. Your ability to communicate complex technical information to audiences with varied technical backgrounds will be important because you will be providing training and support to end-users, and explaining and resolving technical issues statewide to all skill levels.

The qualified candidate must have a bachelor’s degree in computer science, information technology, or a related field.
Four (4) years of technical experience in the duties and application support required for the position.
OR
Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge, skills, and abilities for the position.

Possession of a current driver’s license in good standing, an acceptable driving record, and the ability to obtain or maintain a driver’s license in Oregon to operate an Oregon Department of Administrative Services‑owned motor pool vehicle for when work travel is required.

Proficiency with Visual Studio and Visual Studio Code.
Demonstrated skill with SQL Server, including experience writing performant TSQL queries, stored procedures, SQL programmability functions, and proficiency using SQL Server Management Studio (SSMS).
Experience with data integration frameworks and tools such as BizTalk, SSIS, or similar platforms.
Experience developing and maintaining CI/CD pipelines using Azure DevOps or GitHub Actions.
Experience automating build, deployment, testing, or workflow processes to improve reliability and reduce manual effort.
Experience using Git source control, branching strategies, and pull request workflows.
Experience testing, troubleshooting, and optimizing solutions for performance, security, scalability, and maintainability.
Experience with secure development lifecycle practices and CIS Controls.
Experience working with application security scanning platforms (e.g., Black Duck, SCA/SAST tools, or similar).
Skill conducting peer reviews, providing constructive feedback, and ensuring adherence to team‑defined coding standards.
Experience and skill communicating complex technical information clearly to audiences with varied technical backgrounds.
