Job summary

Howard University Hospital is seeking an Information Systems Technology and Security leader for the RITA UARC project. You will work with Howard ETS to design and enforce security policies, plans, and procedures and help develop a state-of-the-art cybersecure research network for DoD RDT&E.

This role reports to the CTO of RITA and requires top-tier security expertise. The ideal candidate brings DoD cybersecurity experience, strong server and network management skills, and a proven ability to

Qualifications

  • Bachelor's degree required; Master's or Doctorate preferred; 5 years of relevant experience; TS/SCI clearance.
  • Experience implementing compliance frameworks (NIST, CIS, ISO 27001, SOC2).
  • Experience with on-prem and cloud networking, integration, and collaboration.

Responsibilities

  • Coordinate with Howard University's Enterprise Technology Services to establish and enforce security policies for RITA UARC.
  • Develop and maintain IT systems to meet government-level security requirements.
  • Review network security plans and support cybersecurity training requirements for RITA UARC staff.
  • Configure, manage, and troubleshoot network equipment including routers, switches, firewalls, VLANs, and access points.
  • Respond to security incidents, conduct threat hunting, and maintain security documentation.

Basic Function

The purpose of this position is to serve as the Information Systems Technology and Security for the Research Institute for Tactical Autonomy (RITA), University Affiliated Research Center (UARC). Your work will include duties common to an information system security manager and some duties of an engineer, working with a team to officiate, plan, and maintain the appropriate operational security for information systems and programs, working closely with Howard University Enterprise Technology Service (ETS) to create IT policies and procedures for RITA. In this role, you will also have the opportunity to assist in the design and development of a state-of-the-art cybersecure information system and research network to support Department of Defense (DoD) research, development, testing, and evaluation (RDT&E). Reports directly to the Chief Technology Officer of the RITA, UARC.

Supervisory Accountability

Responsible for making recommendations in the areas of cybersecurity, data security, privacy, information technology (IT) infrastructure, and network secure communications with a focus on open architectures & applications and digital engineering infrastructures. Work involves coordinating activities to develop IT systems for RITA UARC applications, supporting the use of DoD modeling and simulation tools, executing security authorization, and systems analysis.

Nature And Scope

Internal contacts include executives, administrators, faculty, students, and staff of the RITA UARC and the university at large. External contacts include consultants, federal and non-federal government agencies, representatives from other colleges and universities, industry partners, visitors, and the general public.

Principal Accountabilities
  • Responsible for working with Howard University's Enterprise Technology Services (ETS) in the officiating of laws, regulations, and policies for RITA, maintaining government security, confidentiality, and privacy compliance.
  • Work with ETS to develop and manage all information systems to meet government-level security.
  • Provide subject matter expertise in reviewing network security plans for the RITA UARC and assist with maintaining cybersecurity training requirements.
  • Recommend, track, and monitor needed updates to existing IT systems.
  • Provide technical support to RITA UARC staff.
  • Develop and maintain security documentation, including security assessment reports, risk assessments, system interconnection agreements, and configuration management plans.
  • Develop and monitor compliance, including insider threat awareness and systems security program.
  • Develop computer information resources, providing for data security and control, strategic computing, and disaster recovery.
  • Configure, manage, and troubleshoot network equipment, including routers, switches, firewalls, VLANs, and access points.
  • Administer IP addressing, DNS, CHCP, and network segmentation.
  • Manage and optimize storage architectures including Storage Area Networks, RAID arrays, and Network Attached Storage.
  • Deploy, configure, and manage Windows and Linux servers.
  • Perform backup, disaster recovery, and patch management.
  • Configure and manage sites, services, and multi-forest environments.
  • Respond to security incidents and conduct threat hunting.
  • Perform other job-related duties as assigned.
Core Competences
  • Knowledge of laws, regulations, policies, and ethics as they relate to cybersecurity and privacy, specifically Cybersecurity Maturity Model Certification (CMMC) and NIST. Must be able to meet DoD 8140.
  • Understanding and skills in server administration, identity and access management.
  • Ability to deploy and manage security operations tools (EDR, XDR, SIEM, SOC).
  • Knowledge of cybersecurity and privacy principles used to manage risks related to the use, processing, storage, and transmission of information or data.
  • Experience with setting up research and development IT infrastructures.
  • Excellent communication and presentation skills.
  • Documented success as an innovator and creative problem solver.
Minimum Requirements
  • Bachelor's degree required, Master's or Doctorate preferred, 5 years of relevant experience. The desired field of study is Computer Science, Computer Engineering, Information Technology, Electrical Engineering, AI Engineering, or related fields. Must be able to obtain and maintain a TS/SCI clearance.
  • Experience in implementing compliance frameworks (NIST, CIS, ISO 27001, SOC2)
  • Experience with on-prem and cloud networking, integration, and collaboration.
  • Experience with hyperconverged infrastructure
  • Demonstrable experience deploying Windows and Linux servers
