Job summary

Torch Technologies is seeking a Cost Estimator, Journeyman to support the Kettering, OH location on the EPASS GB contract. This role can be remote in support of Kettering. You will analyze costs for weapon system programs using ACEIT and POE methodologies and contribute to program cost estimates and decision support.

Ideal candidates hold U.S. citizenship, a related degree, and relevant DoD experience. A T1/NACI clearance is required to perform duties and engage with government programs.

Qualifications

• Bachelor’s or Master’s Degree in a related field; DoW/Kettering experience preferred.
• Experience building and communicating Program Office Estimates (POEs).
• Hands-on experience with the ACEIT tool suite.
• U.S. Citizenship and ability to obtain/maintain security clearance (T1/NACI).

Responsibilities

• Analyzes management problems and advises on probable effects of alternative solutions.
• Applies routine cost-estimating methods (analogy, engineering/scientific methods, extrapolation).
• Assesses costs to design, develop, operate, maintain, and dispose of weapon systems.
• Determines appropriate budgetary phase to initiate new programs.
• Evaluates all cost elements for projects of limited scope.
• Uses ACEIT for program office estimates as required by BES Directorate.
• Sets up problems, conducts background research, collects and reduces data, displays data, formulates expressions, draws conclusions.

Cost Estimator, Journeyman

Torch Technologies has an exciting opportunity for a Cost Estimator, Journeyman to support our Kettering, OH location on the EPASS GB contract. This position is approved for remote hire. As part of the AFLCMC/GB Business and Enterprise Systems Directorate, the Division Cost Estimating and Analysis Services (DCEAS) provides Cost Estimating and Analysis Services to programs within the Financial Systems (GBG) division.

Duties

• Analyzes management problems and providing advice and insight about the probable effects of alternative solutions to these problems.
• Use of routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation.
• Use of cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system;
• Most appropriate phase of the budgetary cycle (planning, programming, justification, or execution) for initiating new programs;
• Analyzing all elements affecting costs for a project of limited scope;
• Analyzing contractor financial data using EVM measures of merit to determine program viability with respect cost and schedule performance;
• Use of the ACEIT Tool Suite to perform all program office estimates which is mandatory use for working in the BES Directorate (AFLCMC/GB) for all information systems cost estimator positions (Junior, Journeyman, Senior, Principal, Hybrid);

Required Qualifications

• U.S. Citizenship
• Bachelor’s or Master’s Degree in a related field and at least three years of experience in the respective technical/professional discipline being performed, three of which must be in the DoW OR
• Seven years of directly related experience with proper certifications, five of which must be in the DoW
• Must have the knowledge, experience and demonstrated ability to perform tasks related to the technical/professional discipline they are performing. Typically works independently and applies the proper procedures and processes related to their area of expertise.
• Must have the ability to problem solve and troubleshoot various situations to develop successful outcomes within established program/project guidelines. Work is performed independently or under the oversight of more senior contractor employees (Program Office and Staff Level Support interface).
• Must have hands on experience using the Automated Cost Estimating and Integrated Tool (ACEIT) Suite.
• Must have experience building and communicating Program Office Estimates (POEs)
• Must possess and maintain a T1/NACI security clearance.
