Job description

The City is seeking an Information Systems Analyst II with experience supporting enterprise video surveillance, IP-based camera systems, Network Video Recorders (NVRs), and audiovisual technology. This position will work with contracted vendors that install and repair the City's camera and video surveillance systems. The Analyst will provide ongoing system support, monitor system health, perform initial troubleshooting, identify potential causes of equipment, network, or configuration issues, and coordinate vendor service when necessary.

Under direction of the Information Technologies Division Manager, the successful candidate will work with contracted vendors that install and repair the City's camera and video surveillance systems. The IS Analyst will also provide ongoing system support, monitor system health, perform initial troubleshooting, identify potential causes of equipment, network, or configuration issues, and coordinate vendor service when necessary; and perform related duties as assigned.

The ideal candidate will have experience with:

• Supporting and troubleshooting Network Video Recorder (NVR) systems
• Supporting and troubleshooting IP-based camera systems
• Creating, configuring, and troubleshooting video streams
• Troubleshooting network connectivity, including verifying IP addresses, network availability, switch-port connectivity, cabling, Power over Ethernet, and device communication
• Supporting point-to-point wireless network connections or similar wireless bridge technologies
• Verifying camera power, connectivity, image quality, recording status, storage availability, licensing, firmware status, and system health
• Documenting troubleshooting results and providing vendors with accurate technical information
• Coordinating camera installation, repair, replacement, and maintenance activities with vendors and internal IT staff
• Determining whether an issue is related to the camera, recorder, network connection, wireless bridge, power source, configuration, or supporting infrastructure
• Escalating unresolved issues to the appropriate vendor or internal IT team

The position will also support audiovisual systems used in the City Council Chambers and other City meeting facilities. Relevant experience may include:

• Supporting live public meetings and presentations
• Troubleshooting microphones, speakers, displays, projectors, video switchers, control systems, and conferencing equipment
• Supporting video conferencing, streaming, recording, and hybrid meeting environments
• Diagnosing audio, video, cabling, signal-routing, and connectivity issues
• Coordinating advanced repairs and system changes with audiovisual vendors
• Providing occasional evening support for City Council meetings and other scheduled events

In addition to these specialized responsibilities, the selected candidate will perform the full range of Information Systems Analyst II duties, including user support, systems administration, hardware and software troubleshooting and configuration, documentation, project coordination, vendor management, and support of City network and telecommunications systems.

This class is distinguished from the Information Systems Analyst III in that the latter designs, develops, implements and maintains large or complex computer or voice and data communication systems and databases. Advancement to the III level is at the discretion of higher level supervisory or management staff and is based on demonstrated proficiency in performing assigned functions and business needs for expertise at this level.

This position will also perform professional level information systems duties in support of strategic City computer operating systems across multiple platforms and technologies; installs, and maintains computer systems hardware and software; provides technical assistance to system users in accordance with applicable information systems policies, procedures, methods and techniques; performs systems analysis duties in the design, development, implementation and maintenance of information systems and supporting computer hardware and software applications; develops optimum software configurations to achieve operating system functional goals; prepares and updates user manuals and system documentation; troubleshoots and rectifies computer system problems; evaluates new software/hardware and recommends changes; participates in the evaluation and testing of system upgrades; installs or upgrades in-house or vendor system software applications; troubleshoots hardware and software related problems; monitors overall systems performance to ensure achievement of system upgrade objectives; performs system maintenance activities on various files; monitors system disk for space; maintains and monitors system security; resets user passwords; grants or revokes system access; identifies unauthorized access and potential security risks; responds to requests from users regarding system operations; provides support to local and wide area networks; creates and modifies user accounts; maintains electronic access; enables local and wide area network connections; maintains file servers; monitors network performance; troubleshoots network problems; coordinates maintenance and repairs with information systems or vendor staff; performs database administration duties; maintains the integrity of the database including availability, security, design and backup and recovery; performs highly technical duties in support of the City's telecommunications services including voice, data and cellular systems; coordinates activities with internal and external resources; confers with client to determine service needs and technical details of hardware and software required; as assigned, serves as project lead over all aspects of assigned information systems or telecommunication system projects; evaluates and assesses client needs; identifies and allocates resources including staff, equipment and materials; sets project priorities, goals and objectives; coordinates user training, education and problem-solving sessions; develops training materials counsels users on programs and services; conducts training programs; develops documentation for user problem solving including system and user manuals; prepares a variety of accurate technical reports on operations and activities; contacts vendors for quotes on computer hardware and software; attends and participates in professional group meetings; stay abreast of new trends and innovations in the field of information systems.
