General Dynamics Information Technology, Inc. is seeking a Cybersecurity Manager to lead the cybersecurity work center and ensure secure operations across a complex IT environment supporting national security missions.

The role requires a TS clearance with SCI eligibility, multiple security certifications, and 5+ years of related experience in design, testing, and implementation of secure systems within DoD environments. On-site work at Offutt AFB is possible.

Qualifications

• Current TS clearance with SCI eligibility.
• Certifications: CCISO, CISM, CISSP, GSLC.
• MS/MA Degree or equivalent experience.
• 5+ years within last 10 years performing security design, testing, and implementation.
• ITIL 4 certification (or ability to obtain within 9 months).
• DoW RMF and ZTRA experience within last two years.
• 2 years in a DoD CSSP lead/management role.
• Experience with IDS, VPNs, firewalls, audits, incident response, and vulnerability management.

Cybersecurity Manager

The work you’ll do will directly support the mission of USSTRATCOM—a Combatant Command responsible for strategic deterrence, nuclear operations, and enterprise IT services essential to national security. USSTRATCOM oversees Nuclear Command, Control, and Communications (NC3), Joint Electromagnetic Spectrum Operations (JEMSO), Global Strike, and Missile Threat Assessments, working closely with other Combatant Commands, Services, and defense agencies.

SCITLS is a key component ensuring mission success and the safety of the U.S. and its allies by providing 24/7 IT services and network support across NIPRNet, SIPRNet, JWICS, and SAP/SAR environments.

The Cybersecurity Manager shall provide leadership and guidance to ensure the coordination, application, and support for the implementation of Government‑directed Cybersecurity efforts. The Cybersecurity Manager ensures contract personnel and delivery of services provide Operations & Support (O&S) for Zero Trust Reference Architecture (ZTRA) implemented measures.

Primary Responsibilities

• Provide leadership and management oversight to the cybersecurity work center.


• Ensure consistent, professional delivery of quality services and timely responses to service and support requests.


• Lead audits of computer systems to ensure secure operations and protection against both internal and external threats.


• Develop, lead, and recommend cybersecurity policies and procedures; ensure compliance across the enterprise.


• Oversee assessments of assigned systems to determine security posture and risk.


• Evaluate highly complex security systems using industry best practices to safeguard information systems and databases.


• Recommend preventive and corrective measures as required.


• Oversee development of training materials for cybersecurity education and awareness programs.


• Review security requirements and evaluate complex systems for compliance with established standards, STIGs, and DoW RMF requirements.


• Lead investigations of security incidents, violations, and breaches; prepares reports and deliver analysis to senior leadership.


• Respond to complex cybersecurity inquiries and information requests from internal and external stakeholders.


• Provide technical consultation on highly complex tasks; assists and mentors lower‑level technical personnel.


• Conduct cost analyses to determine feasibility of new cybersecurity products or capabilities.


• Ensure reporting documents capture effectiveness measurements, cost savings, and team performance.


• Train, mentor, and motivate staff to meet individual, team, and contractual performance goals; supports career growth and development.


• Establish team goals and strategy to achieve best‑in‑class performance and customer satisfaction.


• Collaborate with industry partners to evaluate emerging products and capabilities.


• Prepare reports and recommendations regarding new technologies for senior leadership.


• Provide recommendations for cybersecurity products and solutions; evaluates vendor offerings for suitability and performance.

What You’ll Need to Succeed

• Current TS clearance with SCI eligibility.


• Possession of one of the following certifications:


• Certified Chief Information Security Officer (CCISO)


• Certified Information Security Manager (CISM)


• Certified Information Systems Security Professional (CISSP)


• GIAC Security Leadership Certification (GSLC)


• MS/MA Degree or equivalent experience


• Minimum of five (5) years within the last ten (10) years performing security design, testing, and implementation of integrated networks.


• ITIL 4 certification (or ability to obtain within 9 months).


• Demonstrated experience in DoW RMF and ZTRA within the last two consecutive years.


• Minimum of two (2) years within the last five (5) years serving in a DoW Cybersecurity Service Provider (CSSP) lead or management role.


• Demonstrated experience with IDS, VPN systems, firewall configurations, system audits, cybersecurity network and host incident response, and vulnerability management and assessments.


• Demonstrated experience leading incident handling and response teams in the DoW and/or intelligence community.


• Demonstrated experience developing enterprise IT security policies for information protection on enterprise systems and networks.


• Experience safeguarding networks from current threats and cyber‑attack vectors.


• Experience applying STIGs within an enterprise architecture.

The likely salary range for this position is $170,144 - $205,275. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
