Job summary

Oregon Department of Consumer and Business Services (DCBS) in Oregon is seeking a Health Compliance Officer to conduct health evaluations and investigations, enforce compliance with safety regulations, and provide abatement assistance and training to employers and workers. The role supports public health and safety through inspections and education.

The position offers telework on a part-time basis after proficiency is reached, with regular office hours required.

Qualifications

• Four years of industrial hygiene program experience in a major industry.
• OR: A bachelor's degree with 45 credit hours in Industrial Hygiene/related fields AND one year of IH experience
• OR: An associate degree in Industrial Hygiene AND two years IH experience
• Graduate level courses can substitute for part of the experience; transcripts required

Responsibilities

• Conduct health evaluations and investigations; take enforcement action to ensure compliance with the Oregon Safe Employment Act.
• Provide abatement assistance for employers and employees; conduct technical training.

The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Oregon Occupational Safety and Health Division (Oregon OSHA). Oregon OSHA is responsible for assuring safe and healthful working conditions for Oregon workers through promulgation and enforcement of Occupational Safety and Health Regulations, and by providing education and consultation to employees and employers.

This position is represented by the Service Employees International Union (SEIU).

This position is eligible to telework on a part‑time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

As a Health Compliance Officer, you will conduct health evaluations and investigations, take enforcement action in a broad range of workplaces to ensure employer compliance with the Oregon Safe Employment Act, conduct technical training, and provide abatement assistance for employers and employees.

Here’s what you need to qualify:

• Four years of industrial hygiene program experience in a major industry
• OR
• A bachelor's degree with courses (forty‑five credit hours or thirty‑two semester hours) in Industrial Hygiene, Occupational Health, Chemistry, a physical or biological science, Ergonomics, or Industrial Engineering AND one year of industrial hygiene program experience in a major industry
• OR
• An associate degree in Industrial Hygiene AND two years of industrial hygiene program experience in a major industry
• Graduate level courses in any of the above subject areas is desirable and may be substituted, on a credit‑hour basis, for a portion of the required experience. Transcripts must be submitted for all required and/or related courses..

Additional information:

Per the Pay Equity Law passed in 2017, an employee pay assessment will be conducted to determine what pay step the successful candidate will be offered.

The assessment will be based on the relevant experience, education, training, and certifications documented in the application materials.

On average, candidates new to state service will most likely be offered compensation in the lower to mid‑level of the salary range.

The salary range listed is the non‑PERS eligible rate. If you are already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.

The successful candidate must have a valid driver's license and a satisfactory driving record. Before an offer of employment, DCBS may request that you provide an official driving record.
