Job summary

Hagerty Consulting, Inc. is seeking an Independent Contractor, Emergency Operations (Energy & Utilities) to support clients on energy resilience, critical infrastructure, and emergency management challenges across the nation.

The role requires 5–10+ years leading energy or critical infrastructure programs, strong client-facing skills, knowledge of electric operations, and experience with mutual aid; Master Exercise Practitioner certification is preferred.

Qualifications

  • 5-10+ years of experience leading energy or critical infrastructure programs through major incidents.
  • Knowledge of electric transmission, distribution and storm restoration logistics.
  • Experience with the national mutual aid process.
  • Strong client-facing skills with ability to influence senior stakeholders.
  • Active MEP certification or advanced emergency management credentials preferred.

Responsibilities

  • Act as an advisor for diverse clients across the emergency management cycle, providing hands-on support.
  • Guide clients through storm restoration planning and utility response challenges.
  • Review regulatory reporting requirements to ensure compliance at state and federal levels.
  • Assist with development of PSPS plans and other mitigation strategies for local contexts.
  • Design, facilitate, and evaluate high-stakes exercises for staff and leadership.

The Independent Contractor, Emergency Operations (Energy & Utilities) will support clients in navigating the complexities of energy and critical infrastructure resilience. A successful candidate will have demonstrated utility experience in emergency preparedness and response, understanding both the operational realities of utility response and restoration and the rigorous requirements of emergency management. You will serve as an advisor to clients, offering hands-on support with translating emergency management principles into actionable solutions through a utility-specific lens.

This posting is being used to build a talent pipeline for potential future openings across our firm. This opportunity is open to Independent Contractors (1099) only at this time; as such, a valid Employer Identification Number (EIN) will be required in order to be considered for this opportunity.

Responsibilities for the Independent Contractor , Emergency Operations (Energy & Utilities) Include:

  • Operational Emergency Management: Act as an advisor for a range of clients, including state and local governments and public and private utilities, across all phases of the emergency management cycle, providing hands-on support and guidance.
  • Utility & Restoration Strategy: Guide clients through challenges involving but not limited to storm restoration planning, transmission and distribution operations, complex mutual aid coordination, and utility-specific response structures to ensure rapid, efficient response after utility disruptions.
  • Regulatory & Compliance Oversight: Manage reviews oftechnical requirements for regulatory reporting, ensuring that utility actions meet state and federal reporting standards.
  • Infrastructure Resiliency Planning: Assist with the development of Public Safety Power Shutoff (PSPS) plans and other proactive mitigation strategies tailored to local operational constraints.
  • Executive Facilitation & Training: Help with the design, facilitation, and evaluation of high-stakes exercises for operational staff and/or senior leadership, translating operational lessons into action items and growth strategies.

Qualifications for the Independent Contractor , Emergency Operations (Energy & Utilities) Include:

  • 5-10+ years of experience leading energy or critical infrastructure organizations and/or clients through large-scale disaster response (e.g., hurricanes, wildfires, ice storms, or major power disruptions).
  • Demonstrated technical knowledge of electric operations, ideally regarding transmission and distribution systems and storm restoration logistics.
  • Proven experience with the national mutual aid process.
  • Exceptional client-facing skills with the ability to influence and lead at a senior level.
  • Active Master Exercise Practitioner (MEP) certification or advanced emergency management/exercise credentials preferred.

Compensation for the Independent Contractor , Emergency Operations (Energy & Utilities) Include:

  • Salary range of $75-$200/hr. Compensation decisions depend on a wide range of factors, including but not limited to skills, experience and training, licensure and certifications, internal equity, location, travel requirements, and other business and organizational needs.
