Job summary

State of Missouri, Department of Economic Development, is seeking a General Counsel in Jefferson City to lead a small legal team. You will advise the Department Director on tax credits, legislation, and program implementation, draft procurement documents, and supervise a team handling agreements, forms, and compliance.

The role requires Missouri Bar membership, a JD, and at least five years of legal practice.

Qualifications

JD from an accredited law school.
Missouri Bar in good standing.
Minimum of five years of experience practicing law.
In-person work at the Jefferson City office.

Responsibilities

Serve as General Counsel for the Department Director on matters including tax credits, incentives, and legislation.
Advise non‑attorney team members on program implementation and guideline review.
Draft and review procurement documents and ensure compliance with state procurement rules.
Oversee legal due diligence for incentive applicants and management of records requests.
Draft administrative rules and amendments; supervise the legal team in document templates.
Provide legal advice across divisions on employment law, Sunshine Law, contracts, and compliance.
Analyze potential program agreement violations and refer for litigation as needed.
Direct litigation efforts against and by the Department.
Maintain Custodian of Records responsibilities and public records.
