Job summary

The Chronicle Of Higher Education, Inc. is seeking an Export Control Manager for the Industry & Defense Compliance Office on the Wichita campus. This on-site role guides the university in aligning research activities with EAR, ITAR, and other export laws while maintaining ITAR registration.

You will partner with faculty and staff to implement compliant processes, oversee licensing workflows, and respond quickly to regulatory updates in a dynamic research environment.

Department: Industry & Defense Compliance Office

Campus Location: Wichita, KS - WSU Main Campus

Hire Type: Full Time

Pay: Commensurate with experience

Work Schedule: Typically, Monday - Friday; 8:00 am - 5:00pm; work is performed on-site and in person.

Export Compliance Requirement: This position requires access to EAR or ITAR controlled technologies. Applicants are required to be eligible for employment under U.S. export control laws and must meet the requirement of being a “U.S. Citizen”.

The Export Control Manager serves as a trusted expert and key partner across the university, ensuring groundbreaking research and global collaborations align with federal export control regulations. In this role, you’ll shape and lead the university’s export control program, advise faculty and researchers on complex regulatory requirements, manage critical licensing processes, and maintain the university’s ITAR registration. Designs, develops, implements, communicates, and administers the export control compliance programs. Specifically, this role develops, implements, and maintains policies and procedures to ensure the industry, research and scholarly activities are conducted in compliance with export control laws and regulations. Works in partnership and collaboration with all WSU research staff and faculty, as well as with outside federal and industry partners.

Essential Functions
  • Works collaboratively with internal partners and advises on export control issues and changes to export control laws and regulations.
  • Develops and ensures effective implementation of policies, procedures, plans, and guidance to assist the University community in understanding and complying with export control laws.
  • Reviews and evaluates university activities for physical imports/exports and deemed exports for the applicability of appropriate licensure.
  • Maintains the University’s ITAR Registration, including updates and annual renewals.
Required Education and Experience
  • Bachelor’s degree in related field
  • Three (3) years of experience in an export control program in a corporate or academic research, research administration, or compliance environment, or equivalent combination of education and experience; One (1) year of experience in classification and jurisdiction determinations for technology, products, materials, equipment, and software; One (1) year of experience in filing and managing formal export license applications with federal agencies.
Knowledge, Skills and Abilities
  • Knowledge of U.S. export control regulations, including ITAR, EAR, OFAC, and related federal agency requirements.
  • Knowledge of compliance practices within academic research environments, industry research, and sponsored program administration.
  • Knowledge of classification and jurisdiction processes for technology, materials, equipment, software, and controlled research data.
  • Knowledge of federal export licensing procedures, documentation, and reporting requirements.
  • Ability to interpret and apply export control laws to varied academic, research, and industry collaborations.
  • Ability to work collaboratively across departments and build strong compliance partnerships.
  • Ability to manage sensitive information with discretion and maintain impartiality in compliance evaluations.
  • Ability to independently manage licensing processes and interactions with federal agencies.
  • Ability to remain organized, prioritize multiple compliance tasks, and respond to regulatory updates effectively.
