Job summary

Health & Human Services Commission (HHSC) is seeking a Contract Specialist IV to lead advanced fiscal monitoring and contract oversight for IDD and PASRR programs. You will manage complex regional and statewide contracts, perform audits, and prepare formal monitoring reports detailing findings and corrective actions.

Ideal candidates have strong knowledge of federal cost principles, GASB/GAAP, and the ability to communicate complex financial requirements to executives and providers.

Qualifications

• Bachelor's degree required; four-year college/university.
• Experience in state government or public sector contract management preferred.
• Knowledge of Uniform Grant Management Guide, CFR 200, GASB/GAAP helpful.

Responsibilities

• Fiscal monitoring and expenditure tracking for complex contracts.
• Conduct desk reviews and on-site fiscal monitoring of grantees.
• Develop monitoring tools, checklists, and audit reports with findings.
• Design and maintain contract risk assessment tools.
• Prepare financial analyses and solvency evaluations of subrecipients.
• Coordinate communications and provide guidance on compliance and reporting.
