Job summary

The Association of Village Council Presidents in Anchorage, Alaska seeks an ICWA Advocate I to provide ongoing advocacy and case management for ICWA Tribes and families. The qualified candidate will manage a caseload of state (CINA) and tribal jurisdiction cases and coordinate with external agencies such as the Office of Children’s Services.

This entry-level position offers limited independence with opportunities to advance to ICWA Advocate II and to work closely with tribal and state partners

Qualifications

Responsibilities

• Develop working knowledge of ICWA and Alaska AVCP region.
• Team-based service delivery for families and Tribes.
• Carry a caseload of state CINA and Tribal Jurisdiction cases.
• Complete forms and enter data related to child welfare cases.
• Maintain court date calendars and coordinate with CFSS I for hearings.
• Provide advocacy for tribal positions on removal, permanency and services for children.
• Maintain professional relationships with internal and external partners.
• Appear in court as needed for CINA ICWA cases and coordinate with ALSC.
• Assist ICWA compact tribes with review/input on safety plans and case plans.
• Conduct safety evaluations of homes and maintain organized case files.
• Travel as needed for trainings and meetings with Tribes.
• Support attorneys and tribes with case transfers and tribal jurisdiction planning.
• Maintain strict confidentiality.
• Other duties as assigned.

Summary

The ICWA Advocate I will provide ongoing advocacy and case management services for ICWA (Indian Child Welfare Act) compacted Tribes and families. The qualified candidate will manage, coordinate, and support child welfare case work and carry a caseload of state (Child In Need of Aid) and/or tribal jurisdiction cases. They will work in the spirit of partnership with other program staff, and external agencies such as the Office of Children’s Services. This position is an entry level position with limited responsibilities and independence and includes the opportunity to advance to ICWA Advocate II.

Performance Responsibilities

• Develop a working knowledge of the Indian Child Welfare Act and child welfare services in Alaska and the AVCP region.
• Work in a team setting with department staff to provide on-going child welfare services for families and Tribes.
• Carry a case load of Child In Need of Aid cases.
• Carry a case load of Tribal Jurisdiction cases.
• Complete various forms and enter data related to child welfare cases.
• Maintain a calendar of court dates for all assigned cases and work directly with CFSS I’s on a regular basis to ensure that court hearings are covered.
• Provide advocacy for tribal positions regarding removal, permanency, placement, and services for children.
• Maintain a positive and effective working relationship with internal and external partners.
• Appear in court when needed for all CINA ICWA cases assigned and work collaboratively with ALSC in all legal proceedings.
• Assists ICWA compact tribes in reviewing and providing input into OCS safety plans and case plans for State of Alaska CINA cases.
• Complete safety evaluations of homes for placement purposes.
• Maintain an organized system of files, documents, and case notes.
• Travel as needed to assist with child welfare services, attend training and meetings with Tribes.
• Assist attorneys and tribes with case transfers and the tribal jurisdiction case planning, monitoring, and case closure process.
• Maintains strict confidentiality of the department and clientele.
• Other duties as assigned
