Job summary

Leidos in Columbia, MD seeks an Enterprise Identity and Credential Management Program Manager to lead modernization across DoW and Fourth Estate systems.

You will direct program execution for enterprise ICAM, drive governance, manage multidisciplinary teams, and engage senior government stakeholders to align initiatives with strategic objectives. Active clearance required.

Qualifications

  • Active DoD Secret Clearance or higher
  • Bachelor's degree with 8+ years in complex enterprise IT and/or ICAM programs supporting federal missions
  • Experience overseeing multidisciplinary technical teams (identity management, credentialing, access control, federation, or related disciplines)
  • Experience managing cost, schedule, scope, and risk on large-scale government programs
  • Experience with financial and performance monitoring of government contracts
  • Project Management Professional (PMP) certification
  • Demonstrated experience implementing enterprise IT or ICAM governance structures

Responsibilities

  • Lead day-to-day support for prospective ICAM program execution and related ICAM capture efforts.
  • Develop and maintain Program Management Plans (PMP), Risk Management Plans (RMP), integrated master schedules, and performance metrics
  • Oversee or advise technical teams responsible for identity lifecycle management, credential issuance, access control policy enforcement, and federation services
  • Establish governance structures to ensure cost, schedule, and technical performance objectives are met
  • Ensure program compliance with customer ICAM Reference Designs, Zero Trust architecture requirements, and applicable federal identity standards
  • Engage senior government stakeholders to gather requirements, provide program status updates, and align ICAM initiatives with customer objectives
  • Identify emerging identity technology trends, program risks, and operational challenges; develop and implement corrective actions
  • Prepare and deliver executive-level briefings to government and Leidos leadership
  • Manage workforce planning, staffing, and resource allocation across the program
  • Facilitate interagency coordination on ICAM federation and integration matters
  • Drive continuous improvement of enterprise identity, credential, and access management operations

Job description

The Digital Sector at Leidos currently has an opening for an Enterprise Identity and Credential Management Program Manager to work in Columbia, MD. This is an exciting opportunity to use your experience supporting the Department of War (DoW) support mission. In this role, you will lead program execution for enterprise identity, credential, and access management modernization, enabling Zero Trust adoption and secure access across DoW and Fourth Estate mission systems. You will lead multidisciplinary technical teams, engage senior government stakeholders, and drive program governance in a highly secure, mission-critical environment.

Primary Responsibilities
  • Lead day-to-day support for prospective ICAM program execution and related ICAM capture efforts, from development through execution
  • Develop and maintain Program Management Plans (PMP), Risk Management Plans (RMP), integrated master schedules, and performance metrics
  • Oversee or advise technical teams responsible for identity lifecycle management, credential issuance, access control policy enforcement, and federation services
  • Establish governance structures to ensure cost, schedule, and technical performance objectives are met

Basic Qualifications
  • Active DoD Secret Clearance or higher
  • Bachelor's degree with 8+ years of experience managing complex enterprise IT and/or ICAM programs supporting federal missions. In lieu of degree, additional experience required
  • Experience overseeing multidisciplinary technical teams (identity management, credentialing, access control, federation, or related disciplines)
  • Experience managing cost, schedule, scope, and risk on large-scale government programs
  • Experience with financial and performance monitoring of government contracts
  • Project Management Professional (PMP) certification
  • Demonstrated experience implementing enterprise IT or ICAM governance structures
Preferred Qualifications
  • Master's degree in Cybersecurity, Computer Science, Information Systems, Business Administration, or related field
  • Experience supporting federal ICAM modernization or Zero Trust transformation initiatives
  • Familiarity with DoD ICAM Reference Design, FICAM (Federal ICAM), and NIST SP 800-63 digital identity guidelines
  • Knowledge of Zero Trust architecture, particularly the identity pillar, and its integration with ICAM systems
  • Experience managing PKI/credentialing programs (CAC/PIV or equivalent)
  • Experience with hybrid or multi-impact level ICAM environments
  • Certifications such as CISSP, CISM, CCSP, SAFe Agilist, or ITIL
  • Experience with Federal and/or DoW customer environments
  • Familiarity with DoD 8570/8140 workforce certification compliance requirements
  • Proficiency with MS Project, advanced Excel/PowerPoint, and enterprise collaboration tools (SharePoint, Confluence, Jira)
