Job summary

Old Harbor Solutions, a federal contracting leader, seeks a DOW Senior Acquisition Specialist to join our team in Arlington, VA. You will serve as a primary liaison between CORs, ADPMs, SES leadership and CMO staff, drafting acquisition artifacts and supporting all phases of the lifecycle.

Strong DoD acquisition experience, US citizen, 10 years of experience with at least 5 in DoW, and a Bachelor's degree required; DoDI 5000.74, FAR/DFARS familiarity preferred; hybrid on-site schedule 2–3

Qualifications

• US Citizen.
• Bachelor's degree in accounting, business, finance, law, contracts, purchasing, economics, or related field.
• Back-to-Basics certification (or equivalent) is highly desirable.
• Ten years of experience, with at least five years DoW experience preferred.
• Excellent presentation, teambuilding, collaboration, and leadership skills.
• Experience interfacing with SES/Flag Officer level in a fast-paced environment.
• Experience with FAR-based acquisition vehicles and related documentation.

Responsibilities

• Serve as liaison between CORs/ADPMs/leadership and CMO staff to develop agile acquisition strategies.
• Track DARPA's acquisition pipeline and prepare milestones and documentation.
• Draft, review, and refine SOWs, IGCEs, PWS, SRRBs, J&As, and related artifacts.
• Provide acquisition advisory support during technical and cost evaluations.
• Translate programmatic goals into defined, legally sufficient requirements.
• Support pre-award planning, source selection, and post-award administration.
• Brief SES level leadership on acquisition matters.
