Location Requirements

DCY’s core hours of operation are Mon-Fri from 8:00am to 5:00pm, however, daily start/end times may vary based on operational need across DCY divisions.Employees may begin as early as 7:00am & as late as 9:00am, based on supervisory approval. This position performs work on-site daily at DCY’s office space.

Job Description

In this role, you will lead statewide human services initiatives that affect Ohio’s most vulnerable youth—particularly those in the foster care system. You will operate under administrative direction and serve as a key decision-maker in designing, implementing, and evaluating policies, procedures, and cross-system programs that intersect with child welfare, education, behavioral health, juvenile justice, and Medicaid-funded systems.

Key Responsibilities
Policy Leadership and Program Oversight
  • Develop, interpret, and implement statewide program policies aligned with federal and state mandates, including the Every Student Succeeds Act and Multi-System Youth initiatives.
  • Ensure educational stability and protection for youth in foster care, and monitor compliance with statutes across intersystem programs.
  • Assess the effectiveness of current policies and procedures and lead improvements in program operations.
Cross-System Collaboration and Technical Consultation
  • Oversee collaboration and technical assistance across the Department of Children and Youth (DCY), multiple Ohio state agencies, public and private partners, and OhioRISE care management entities.
  • Provide expert guidance on policies, procedures, research methodologies, evaluation strategies, RFP content, and statewide program operations.
  • Support coordination of care conferences for high-acuity youth in custody of public children services agencies.
Program Accountability and Communication
  • Communicate with agencies, contractors, and partners to address monitoring, performance, and practice issues within child welfare.
  • Design and review implementation strategies that enhance statewide program effectiveness.
  • Analyze fiscal impact and make budget recommendations related to service delivery systems and program integration.
Intergovernmental Coordination and Representation
  • Consult with federal, state, regional, and local agencies regarding contracts, discretionary grants, cooperative agreements, and educational stability provisions.
  • Prepare and oversee the development of reports, position papers, responses to official inquiries, and other high-level communications.
  • Represent DCY and Bureau leadership at statewide conferences, meetings, briefings, and trainings.
Leadership and Supervision

You will supervise assigned staff by:

  • Assigning work, providing direction, and setting clear performance goals.
  • Offering feedback, conducting evaluations, and addressing performance concerns.
  • Supporting professional development, approving leave, and participating in hiring and disciplinary decisions.
  • Leading staff meetings and fostering a collaborative, accountable team environment.
Pay Information

Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.
