Job summary

Qualifications

Responsibilities

  • Develop and negotiate contracts; write and review RFPs, grant applications and reports.
  • Contract development, monitoring and tracking of funding sources; grant planning and administration.
  • Analyze data; coordinate projects; develop and implement policies and procedures; provide technical assistance to contractors.
  • Coordinate with grantors, subcontractors, County staff, elected and appointed officials, and the public; present findings and recommendations.

Job description

The Human Services Agency Center on Homelessness ensures the provision of homeless and safety-net services by administering contracts with community-based organizations that provide a broad spectrum of homeless services. Funded services include homeless prevention, shelters, homeless outreach, and rapid rehousing. The Center on Homelessness also administers state and federal grants that support homeless services and collaborates with County and community partners on initiatives to work toward functional zero homelessness.

The Human Services Agency is seeking a qualified Human Services Analyst II to provide a variety of analytical and administrative services for assigned programs in the Human Services Agency Center on Homelessness, such as the following: conducting program and fiscal planning, contract monitoring and program evaluation; developing and negotiating contracts, writing Request for Proposals, grant applications and reports; administering grants; analyzing data; coordinating projects; assisting in the development and implementation of policies and procedures; providing technical assistance to contractors; analyzing and interpreting various information, developing recommendations and presenting findings; coordinating community committees; acting as a liaison to other County departments and partnering agencies; and performing related duties as assigned.

The current vacancy is in the Center on Homelessness’ Grants and Contracts team. This position will focus on contract development, contract monitoring, tracking of funding sources, grant planning, and grant administration.

  • Working knowledge of social and economic issues relevant to low-income children, families and communities.
  • Ability to work independently with minimal supervision and instruction, as well as collaboratively as part of a team.
  • Bachelor's degree in a social service, public health, policy public administration or related field is strongly preferred. Master's degree preferred.
  • Proficiency in computer systems and applications, such as Microsoft Windows and the Microsoft Office suite (Microsoft Word, Excel, and PowerPoint).
  • Understanding of the landscape of safety net programs, homeless prevention services, and homeless services is preferred.
Qualifications
Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify for a Human Services Analyst II is two years of experience performing journey level administrative and analytical duties in a human services or related agency.

Knowledge of:

Principles and practices of public administration; principles and practices of the specific program area to which assigned; principles and practices of contract development, negotiation and monitoring; principles, practices and techniques of administrative and programmatic research and analysis; applicable federal, state and local laws, rules and regulations and County and program policies and guidelines; computer applications related to the work and office administrative practices and procedures, including records management and the operation of standard office equipment.

Skill/Ability to:

Develop and evaluate proposals and negotiate contracts and agreements; develop, monitor and analyze budgets and program performance; plan, coordinate and implement administrative and programmatic research and analysis; analyze, interpret and apply various regulations and requirements; train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors; plan, coordinate and conduct special events and projects; establish and maintain effective working relationships with grantors, subcontractors, County staff, elected and appointed officials, the public and others; communicate effectively, both orally and in writing; compile and analyze data, draw sound conclusions and prepare and present effective reports; exercise sound independent judgment within general policy and regulatory guidelines.
