Under general supervision, performs a variety of responsible paraprofessional, technical, and office administrative human resources support functions, including coordinating recruitment, testing, and selection processes, assisting with salary and benefits administration, and employee relations; prepares, reviews, and distributes personnel and human resources information systems records; provides responsible administrative, technical and clerical support to professional staff in the Human Resources and Risk Management Department; assists in completing various personnel studies and reports; and performs related work as required. Receives procedural or general direction from the Human Resources/Risk Management Director or assigned supervisor. Exercises no direct supervision over staff. May provide technical and function direction to administrative staff and/or volunteers.
Any combination of the following education and experience which demonstrates the ability to perform the duties of this classification.
Four years of increasingly responsible varied administrative support experience. Experience working for a public agency and in Human Resources handling confidential information preferred.
Two years of increasingly responsible human resources experience in addition to the experience requirements of the Human Resources Technician I position in the City of Poway.
Equivalent to six months or more training beyond completion of the 12th grade.
Equivalent to the completion of the 12th grade supplemented by two years of college-level coursework (i.e., minimum completed California units = 60 semester/90 quarter) from an accredited educational institution in human resources, organizational development, public or business administration, accounting, or a related field.
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Highly rated candidates will be invited to participate in an examination process which may include an appraisal interview. Successful candidates will be placed on the eligibility list according to ranking. The eligibility list established will be in effect for a period of six months.
