Description

Authorized level: Human Resources Specialist IV. Candidates can also apply down to Specialist III if recruiting difficulty.

Salary Range

Human Resources Specialist III, SR-20: $4,961.00 – $6,043.00 per month. Human Resources Specialist IV, SR-22: $5,369.00 – $6,535.00 per month. New external applicants start at the initial step; placement above the initial step may be granted based on special factors and must be approved.

Responsibilities
  • Lead surveys of personnel practices, including selection of sample, task delegation, coordination, report preparation, and guidance to management for implementation.
  • Serve as subject matter specialist researching, analyzing, and evaluating personnel programs; recommend policy or procedural changes; prepare statistics and comprehensive reports; support revision and classification of policies.
Minimum Qualifications
  • Education: Bachelor’s degree from an accredited four‑year college or university.
  • Experience: progressively responsible work experience in human resources functions comparable to those described; at least 1½ years for Specialist III, 2½ years for Specialist IV.
  • Experience must demonstrate ability to write clear reports, interpret complex material, and solve problems logically.
Substitutions Allowed
  • 15 semester hours in human resources administration + 6 months of specialized experience.
  • Master’s degree + 1 year of specialized experience.
  • Ph.D. + 2 years of specialized experience.
  • Excess supervisory or staff specialist experience may substitute on a year‑for‑year basis.
