Job summary

UC Santa Barbara's Residential Operations seeks a Human Resources and Payroll Analyst to provide HR, payroll and timekeeping support for units within Housing, Dining and Auxiliary Enterprises. You will assist with hiring, onboarding, payroll processing and timekeeping, while maintaining confidentiality and advising staff and management.

Requirements include a Bachelor's degree or equivalent and 1–3 years of HR/payroll experience, plus strong communication and organizational skills and

Pay Range: The budgeted salary range that the University reasonably expects to pay for this position is $36.85 to $44.89/hour. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $31.00 to $50.78/hour.

Brief Summary Of Job Duties

Under the direction of the HR Supervisor, the Human Resources and Payroll Analyst provides human resources, payroll and timekeeping support for all units within Residential Operations, Transportation & Parking Services (TPS), & Distribution & Logistical Services (DLS). Provides support to members of the Operations HR team. Responsible for career staff, temporary staff, and student employment activities including hiring, onboarding, payroll, and timekeeping. Supports the management team on projects and initiatives by independently researching and analyzing information as needed. Independently resolves problems that are diverse and complex in scope, where analysis of situations requires a review of a variety of factors and a firm understanding of HR principles. Consults with supervisor on the more complex situations that arise. Determines the most effective and efficient course of action, utilizing in-depth knowledge of Human Resources concepts, and advises all levels of staff and management accordingly. Maintains a high level of confidentiality and political acumen. Must be able to research, analyze, and implement HR personnel policies, analyze data, communicate effectively both written and verbally, prioritize workload, meet frequent and changing deadlines, and perform all duties to a very high standard. Requires the ability to facilitate an effective and efficient course of action, utilizing solid knowledge of Human Resources concepts.



Required Qualifications


  • Bachelor's degree in related area and / or equivalent experience / training

  • 1-3 years Human Resources & Payroll experience

Preferred Qualifications


  • 1-3 years Working knowledge of Microsoft Word and Excel, Google Docs and Sheets, UCPath, Kronos, TAM, Job Builder, Data Warehouse and Cognos.

Job Functions And Percentages Of Time


  • 50% Human Resources Administration - Provides guidance and analysis to all levels of staff and management on a range of personnel issues. Conducts personnel operations for all units including hiring, onboarding and offboarding. Applies human resource policies, collective bargaining agreements, and procedures to human resource issues. Provides support to the HR Supervisor administering various on-going and one-time HR initiatives, projects and programs. Possesses thorough knowledge of labor laws such as the Fair Labor Standard Act (FLSA) and Family Medical Leave Act (FMLA) as well as UC policies and procedures in order to maintain compliance. Utilizes in-depth knowledge of applicable collective bargaining agreements and personnel policies in order to advise supervisors and management on appropriate actions. Consults with supervisor on complex situations. Ensures mandatory employment postings are current across all buildings to ensure compliance & the most up to date employment notices are posted. Stays abreast of updates & maintains employment boards up to date across all department buildings. Provides information to management and employees on University policies and procedures regarding recruitment, hiring, payroll, benefits eligibility, overtime compensation, and vacation accrual and use. Works to ensure departmental compliance with internal and campus employment practices. Reviews and applies HR policies, collective bargaining agreements, and procedures to human resource issues. Provides consultation to supervisors regarding general employment/compensation matters. Maintains up-to-date records for staff work locations in the system to comply with AB 119. Utilizes reports to make updates as needed. Serves as UCPath initiator for transactions. Assists with Position Management, ensuring that positions are appropriately configured, and performs periodic position audits and cleanup of unused positions. Serves as a resource for ePerformance & maintains personnel files to include performance evaluations. Utilizes reports to ensure compliance with ePerformance cycle deadlines. Assists staff & managers with the UC Learning Center & serves as point of contact for assistance with class registration. Collaborates with HDAE Learning & Development team to assist with staff registration. Processes TAM and Job Builder transactions which may include: maintaining/updating employee job descriptions, recruitments and hiring, and corresponding departmental approval process for each transaction. Ensures information for new hires is entered in UC Path in anticipation of the date of hire. Coordinates background check process between new hires and vendors to comply with campus and departmental policy. Creates and maintains personnel files for employees. Identifies areas needing process improvement and makes recommendations in order to create efficiencies and streamline processes. Responsible for student hiring and maintaining student employment records. Coordinates and processes hiring forms, work authorization, background checks, and work study for student employees. Works with departments to maintain up-to-date job descriptions ensuring the work is appropriate for the student title. Collaborates with HDAE Marketing team for seasonal student employment advertising.



30% Payroll & Timekeeping

Collaborates with Payroll & Timekeeping Analyst as a Kronos timekeeping contact. Configures Kronos profiles and timecards for new employees. Ensures timecards are complete and accurate for payroll processing. Assures unit reviews and approvals are finalized prior to and in accordance with deadlines. Advises supervisors on policies and procedures for maintaining timecards. Collaborates with other department timekeepers as needed for incoming and outgoing employees. Trains new managers with timecard basics in Kronos. Ensures hours reported meet campus, state and federal requirements. Maintains knowledge of UC policies and union agreements related to overtime, vacation, and sick leave accrual and use. Coordinates time reporting with other campus departments to ensure accurate calculations for employees with multiple appointments. Determines eligibility for and calculates manual holiday pay for student and limited employees. In coordination with the Assistant Director and HR Supervisor, establishes and maintains workflows to ensure all personnel/payroll activities are conducted efficiently and accurately. Analyzes, troubleshoots, investigates and resolves problems and/or discrepancies in payroll activities, working with campus central offices when needed.



20% Collective Bargaining Support

Utilizes in-depth knowledge of applicable collective bargaining agreements and personnel policies in order to advise supervisors and management on appropriate actions. Consults with supervisor on complex situations. Serves as the expert to support managers of SX staff with the internal transfer process. Creates and coordinates vacancy postings across the department. Collaborates with other HDAE units, as needed. Processes appropriate payroll transactions and provides updated reports to management. Tracks and processes the payout of compensatory time per the SX contract.
