Job summary

Johnson Controls Federal Systems in York, PA is seeking a Human Resources Manager to provide strategic partnership and hands-on HR operations in a union manufacturing setting. You’ll manage employee relations, labor relations, recruiting, onboarding, performance and development, HRIS analytics, and project work, while coaching leaders and ensuring policy consistency.

Qualifications

  • Bachelor’s degree in HR, business administration, or related field (or equivalent).
  • Minimum 7 years of relevant HR experience; 10+ years preferred.
  • Manufacturing environment experience with structured union settings.
  • Solid understanding of U.S. employment/labor laws; NLRA a plus.
  • Experience supporting recruiting, onboarding, performance management, and engagement.
  • Proficiency with HRIS and MS Office; comfort with data analytics and reporting.
  • Ability to handle confidential information with discretion.

  • Enable Workforce Planning: use HR data and analytics to forecast staffing needs and trends.
  • Manage Employee Relations: address concerns, conduct investigations, and coach managers.
  • Manage Labor Relations: liaison with union to support contract-compliant practices.
  • Optimize HR Processes: maintain HRIS records and streamline workflows.
  • Ensure Compliance: adherence to federal/state/local labor laws including DOL, CBA, SCA, DBA.
  • Lead Projects: participate in HR initiatives affecting global operations and change management.
  • Educate & Empower: deliver training and resources for managers and employees.

Johnson Controls Federal Systems is hiring a Human Resources Manager to support employees and leaders in a manufacturing setting at our York, PA Grantley Plant. This is a true generalist role in a union facility. You’ll flex between strategic partnership and hands‑on HR operations: employee relations, labor relations, recruiting and onboarding, performance and development, HRIS/data analytics, and project work. You'll be the primary HR point of contact, building trusted relationships, coaching managers, and ensuring consistency in how we engage, develop, and support our workforce while staying aligned with labor standards and company policies. Pay Range: $100,000 - $150,000

Bonus Eligible: Yes

Benefits: Eligible for benefits on first day of employment

Paid Time Off: 3 weeks of paid vacation, 5 sick days, 3 floating holidays, and 10 standard holidays per calendar year (6.5 weeks in total)

As An HR Manager, You Will
  • Be a Strategic Partner: Collaborate with leaders to align HR strategies with business goals and drive organizational success.
  • Support Geographically Dispersed Teams: Provide HR guidance to employees and managers across multiple geographies, ensuring consistency while respecting local requirements.

  • Manage Labor Relations: Act as a liaison between management and the union to support consistent, and contract‑compliant workplace practices.
  • Optimize HR Processes: Maintain accurate HRIS records, streamline workflows, and support technology‑driven improvements.
  • Ensure Compliance: Maintain adherence to federal, state, and local labor laws, including Department of Labor wage and hour regulations, with emphasis on Collective Bargaining Agreement (CBA) administration, Service Contract Act (SCA), and Davis‑Bacon Act (DBA) requirements.
  • Lead Projects: Participate in HR initiatives and special projects that impact global operations, from policy updates to change management efforts.
  • Educate & Empower: Deliver training and resources that help managers lead effectively and employees thrive.

Required Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, or related field (or equivalent experience).
  • Seeking candidates with a minimum of 7 years of relevant experience. 10+ years of progressive HR experience is preferred.
  • Working in a manufacturing environment
  • Working with a structured Union environment
  • Solid understanding of U.S. employment/labor laws (e.g., FLSA, FMLA, ADA, EEO; NLRA a plus); experience handling employee relations investigations and coaching managers.
  • Experience supporting recruiting, onboarding, performance management, and employee development/engagement initiatives.
  • Proficiency with HRIS and the MS Office suite; comfort with HR data/analytics and reporting (Excel, dashboards, KPIs).
  • Demonstrated ability to manage confidential information with discretion and professionalism.
Preferred Qualifications
  • HR certification (PHR, SHRM CP, or equivalent).
  • Experience in defense, aerospace, or government contracting environments; familiarity with ITAR/EAR considerations is a plus.
  • Exposure to SCA/DBA wage determinations and compliance (helpful, not required).
  • Experience supporting multi site/global teams; cultural fluency and comfort with distributed workforces.
  • Labor relations exposure (grievance handling, contract interpretation, or collaboration in unionized settings).
  • Experience with enterprise HRIS (e.g., DayForce, Workday, ADP etc.) and HR process improvement or automation.

Johnson Controls Navy Systems is a part of the Johnson Controls Federal Systems business. Our robust, high reliability products are designed, manufactured, and tested in York, PA to military and other stringent customer specifications. Most of our designs are custom engineered for the specific application.
