Qualifications
  • A bachelor’s degree or higher; or equivalent combination of education from the Society of Human Resources Management (SHRM) and ten years (10) work experience; high school diploma or equivalent required.
  • Ten (10) years’ work experience working in business administration (profit or not for profit), educational administration, human resources, labor relations, law, negotiations, or public administration.
  • Demonstrated knowledge of human resources practices and procedures; compensation; job descriptions, contracts, negotiations, and qualifications.
  • Exhibit a personality that demonstrates enthusiasm and interpersonal skills to relate well with staff, parents, and the community.
  • Substantial knowledge of CSI (SMARTS) personnel recordkeeping software or similar required.
  • Management and effective communication skills.
  • Required criminal history background check and proof of S. citizenship or legal registered alien status.

REPORTS TO: Director of Human Resources

SUPERVISES: Administrative Clerks/Assistants/Secretaries

And other staff members as the Superintendent or his designee may designate.

Performance Responsibilities
  • Establish and promote high standards and expectations for all staff for excellent performance and responsibility for behavior.
  • Assist the Director of Human Resources in overseeing the daily operations of the Division of Human Resources.
  • Gather, prepare, edit, and submit, while maintaining the highest levels of confidentiality, the personnel section of the agenda.
  • Assist the Director of Human Resources and provide leadership, management, and supervision of the following responsibilities as it pertains to the position control roster (PCR):
    • Maintain a complete and accurate position control roster;
    • Process all transfers and update the position control roster;
    • Pull data and compile all required reports accurately and in a timely manner
  • Assist the Director of Human Resources and provide leadership, management, and supervision of the following responsibilities as it pertains to the supervision of the Division of Human Resources staff:
    • Evaluate all Administrative Clerks/Assistants/Secretaries;
    • Research, prepare, implement, and oversee the professional development of all Administrative Clerks/Assistants/Secretaries;
    • Monitor, supervise, support, and make suggestions for improvement of the daily activities of the Administrative Clerks/Assistants/Secretaries.
  • Lead, manage, supervise, develop, and evaluate personnel supervised and other staff members as the Superintendent may designate in accordance with law, code, and Board policy.
  • Assist the Director of Human Resources and provide leadership, management, and supervision of the following responsibilities as it pertains to District policies:
    • Assist in the development, maintenance, monitoring, and updating of the Board’s policies, regulations, exhibits, and forms;
    • Oversee the distribution of District policies to all staff;
    • Review, report, and address discrepancies in District policies;
    • Prepare drafts of Board policies for the Superintendent’s review to implement and improve the functions of the areas supervised.
  • Assist with any audits and investigations of the district of any of its staff, schools, divisions, departments, offices, or facilities.
  • Provide all necessary fiscal reports and any other requested reports to the Superintendent and Board of Education.
  • Attend meetings of the Board of Education and its committees as required by the Superintendent or his/her designee.
  • Assist the Superintendent in long range and strategic planning for the District.
  • Assist in the determination of types of programs needed by the district and make appropriate recommendations.
  • Work with local, state, and federal agencies that provide services to the District.
  • Keep the staff informed and seek ideas for the improvement of the Conduct meetings as necessary for the proper functioning of the district.
  • Maintain effective communications with agencies and resources outside of the district, representing the district at community, state, and professional meetings.
  • Continue to grow professionally through collaboration with colleagues and professional growth experiences. Understand and communicate current developments in human resources practices through and reading and participation in appropriate workshops or meetings.
  • Protect confidentiality of records and information gained as part of exercising professional duties and use discretion in sharing such information within legal confines.
  • Observe strictly and exceed, to avoid the appearance of conflict, all requirements of the School Ethics Act and board policy on vendor relations regarding conflicts of interest in employment, purchasing, and other decisions, including solicitation and acceptance of gifts and favors, and submit in a timely fashion the required annual disclosure statement regarding employment and financial interests.
  • Adhere to New Jersey school law, State Board of Education rules and regulations, Board of Education policies and regulations, and contractual obligations.
  • Participate on interview committees as required by the Superintendent.
  • Assist with the implementation of New Jersey QSAC or equivalent system.
  • Perform all other duties as required by law, code, or Board Policy.
  • Perform such other tasks and assume such other responsibilities as the Superintendent or designee may assign from time to time and not otherwise prohibited by law or regulation.
Terms of Employment
  • Twelve (12)
  • Contract terms, salary, and benefits as established by the collective bargaining agreement.
  • Conditions established by laws and codes of New Jersey; and policies, rules, and regulations established by the Passaic Board of Education.
  • Non-tenurable.
