Job summary

Minnesota Cannabis Services is seeking an HR professional to lead benefits administration, employee relations, workforce planning, and payroll oversight across multiple states. You will drive talent acquisition, learning & development, and ensure regulatory compliance while partnering with operations to support business growth.

The role requires strong strategic thinking, communication, and leadership, with 5 years in HR and at least 2 years in a management capacity.

Qualifications

  • Bachelor’s degree preferred, preferably in business or HR
  • 5 years of progressive experience in human resources, 2 years in management
  • Experience supporting workforce across multiple locations/states
  • 3 years experience using HRIS/HCM software

Responsibilities

  • Direct the day-to-day operations of group benefit programs (health, dental, vision, life, EAP, retirement)
  • Serve as primary contact for vendors and third-party administrators
  • Coordinate data transfers and maintain admin processes for benefits
  • Ensure compliance with federal, state, and local regulations
  • Oversee payroll-related activities, timekeeping, and leave processing
  • Support Talent Acquisition: screening resumes, interviewing, offers
  • Design and manage learning and development programs and LMS usage
  • Maintain HR systems (HRIS, LMS, ATS) for accuracy and compliance

Key Responsibilities
Benefits Administration
  • Responsible for direction and planning the day to day operations of group benefit programs (group health, dental, vision, worker’s compensation, life insurance, employee assistance program (EAP), retirement programs, employee discount program, etc.)
    • Assists HR Director in investigating new plans and programs that present the best value to company
    • Improves existing programs by implementing process improvements when necessary
    • Supervises and monitors HR Associates who function as benefit administrators within the company
  • Serve as primary point of contact for vendors and third party administrators
  • Coordinate transfer of data to external contacts for services and premiums
  • Create, document and maintain administrative processes and procedures for benefits
  • Ensure compliance with applicable government regulations
  • Coordinate daily processing
    • Handle enrollments, COBRA, terminations, changes, beneficiaries, disability, etc
  • Create and oversee maintenance of employee benefit files, database, and records
  • Provide customer service support to employees to enhance understanding of company benefit packages
  • Coordinate with Marketing Team to design and distribute internal marketing campaigns regarding open enrollment and summary plan descriptions
  • Conduct benefit reconciliation and audits
  • Other duties as assigned
Employee Relations/Performance Management
  • Manage HR associates performance in accordance with their job description
  • Conduct workplace investigations as they relate to sexual harassment, workplace violence, loss prevention or related to any other disciplinary violation or concern
  • Ensure consistent enforcement of company policy across business entities
  • Council management team to provide necessary feedback to employees when available
  • Administer and audit employee progressive discipline incident
  • Administer and audit employee attendance occurrences in accordance with companies hourly attendance policy
  • Make recommendations for and perform terminations when necessary
    • Perform and/or manage HR Associates to ensure administrative on-boarding and off-boarding functions are completed
  • Respond to inquiries and comments made through the company’s Human Resources ticketing system.
  • Assist Operations Team in creation of change management bulletins for new company wide processes and procedures that relate to HR
    • Ensure company standard operating procedures and company policies are always up to date and accurate
  • Manage all OSHA complaints and investigations, federal and state inquiries and investigations, employment applications and hearings, and verifications of employment.
  • Manage ADA accommodations and interactive process in conjunction with company practices and legal compliance.
  • Manage employee leave systems in accordance with federal, state and local laws including Family Medical Leave Act and Paid Family Medical Leave (Oregon, Washington, & Minnesota)
  • Other duties as assigned
Workforce Planning
  • Plan for current workforce needs by identifying gaps in existing employee rosters
    • Assist in identifying how many retail associates and managers are necessary to hire at each retail location
    • Work with Operations team to make recommendations for changes in workforce needs depending on store sales forecasts
    • Identify new corporate positions necessary to company growth throughout expansion
  • Maintain knowledge of all regulatory requirements within cannabis industry and Federal and State employment/labor laws in regions including but not limited to: Washington, Oregon, Minnesota, Puerto Rico, Florida and Iowa to ensure company compliance
    • Involve legal team when necessary to clarify complex HR questions & issues as they arise
  • Maintain company HR system (HRIS), Learning Management System (LMS) and Applicant Tracking System (ATS) software to ensure accuracy and compliance
  • Conduct employee exit interviews
  • Other duties as assigned
Payroll Verification/Government Correspondence
  • Position does not directly oversee payroll processing, but does play a role in the payroll process
    • Ensure Payroll is executed in a timely manner in accordance with regulatory requirements
    • Process child support and garnishments payments
    • Verify inputs in payroll system are appropriate and that time off is properly accounted for and allocated
    • Verify paid time off and paid sick leave for employees is accurate
    • Oversee time-sheet verification process
    • Oversee building of employee schedules
    • Ensure salary adjustments are accurate and accounted after employee is promoted
    • Ensure all information in our HRIS is accurate at all times
  • Respond to governmental requests for information such as unemployment claims
  • Conduct I-9 audits to ensure compliance

Talent Acquisition/Recruiting
  • Assist the Talent Acquisition team with:
    • pre-screening resumes
    • scheduling and conducting virtual and in person interviews
    • checking references and background checks and verifying educational degrees
    • extending job offers
  • Assist the Talent Acquisition Team with directing, managing, and motivating a team of recruiters and HR associates to deliver a consistent and quality interview experiences for candidates
  • Assist the Talent Acquisition Team with leveraging our workforce and ATS system to create reporting and team accountability with actionable sourcing, selecting, DE&I and hiring metrics
  • Complete onboarding for all new hires
  • Prepare and perform New Hire Orientation for all locations
  • Other duties as assigned
Learning & Development
  • Own the design, delivery, and continuous improvement of the company's learning and development strategy across all corporate and client retail locations
  • Administer and maintain the Learning Management System (LMS), including course assignments, completion tracking, reporting, and troubleshooting access issues
  • Design and build training curricula for compliance requirements, cannabis regulations, and role-specific skill development, ensuring content stays current with regulatory changes across all operating states
  • Design new hire onboarding training programs in partnership with the Talent Acquisition team, ensuring a consistent onboarding and orientation experience for every new employee
  • Develop and manage leadership development programs and career pathing frameworks for management and high-potential employees
  • Track and audit completion of all required compliance training (harassment prevention, safety, cannabis regulatory requirements, etc.) and elevate gaps to leadership
  • Partner with Operations and location leadership to identify skill gaps and recommend targeted training interventions
  • Evaluate training program effectiveness using completion data, assessment scores, and performance outcomes; adjust curricula accordingly
  • Maintain a training content library, ensuring materials are version-controlled, accurate, and aligned with current SOPs and policies
  • Other duties as assigned
Qualifications
  • Bachelor’s degree preferred, preferably in a business or human resource related field
  • 5 years of progressive experience in human resources, 2 years of employee management experience
  • 2 years experience supporting workforce needs across multiple locations and states, preferably within the retail, service, or manufacturing industry
  • 3 years experience using HRIS/HCM software
  • Experience in environmental health and safety preferred
  • Strong knowledge of federal, state, and local law. Preferably in the states of Washington, Oregon, Minnesota, Iowa, Florida and Puerto Rico
  • Ability to think strategically and communicate effectively with all levels of the organization
  • Possess a keen attention to detail
  • Demonstrated ability to effectively motivate and develop team members
  • Minimum of 21 years of age
  • Must commit to maintaining sobriety while at work. Substance use is prohibited.
  • Excellent communication and organizational aptitude
  • Ability to pass a pre-employment background check
  • Comfortable discussing sensitive topics such as medical and recreational cannabis use
  • This position requires a 100% on-site presence, and candidates must reside in the greater Minneapolis area.
Benefits and Compensation
  • Pay range of $70,000 - $90,000 annually commensurate with experience
