Virginia Commonwealth University's Division of Student Affairs is seeking a Human Resource Generalist to provide comprehensive HR guidance and support to managers, supervisors, and employees across the division.

This position serves as a trusted HR resource and provides consultation on recruitment and selection, employee relations, performance management, leave and timekeeping, benefits, classification and compensation, personnel transactions, HR policies, and employment compliance. The Human Resource Generalist manages Tier 2 HR matters requiring independent judgment, problem-solving, discretion, and a strong understanding of HR practices and applicable employment laws.

The successful candidate will build strong partnerships with department leaders and VCU Central Human Resources, help resolve complex workplace and personnel issues, support effective workforce management, and promote consistent and compliant HR practices. This role is ideal for an experienced HR professional who enjoys working in a collaborative, fast-paced environment and serving as a strategic and solutions-oriented HR partner.

Summary:

The Human Resource Generalist I serves as a key HR resource to managers, supervisors, and employees throughout the Division of Student Affairs. This position provides consultation and guidance across a broad range of human resources functions, including recruitment and selection, employee relations, performance management, leave and timekeeping, benefits, classification and compensation, personnel transactions, policy interpretation, and employment compliance.

The position manages Tier 2 HR matters that require independent analysis, sound judgment, discretion, and knowledge of university policies and applicable employment laws and regulations. The Human Resource Generalist I works closely with VCU Central Human Resources and other university offices to address complex personnel matters, support consistent HR practices, mitigate organizational risk, and ensure effective delivery of HR services.

Duties & Responsibilities:

The HR Generalist provides comprehensive operational HR guidance and support to managers and supervisors in the Division of Student Affairs, while ensuring HR operations comply with applicable federal and state laws, regulations, policies, and procedures. This position offers expert guidance, direction, and approval related to HR functions, including the accurate interpretation and application of regulatory requirements across multiple HR functional areas.

The HR Generalist has extensive interaction with internal and external stakeholders to provide consultation, resolve complex issues, and address sensitive and/or controversial matters. The HR Generalist serves as a strategic business partner by assisting with recruitment and selection, non-standard employee benefits, classification and compensation, HR policies, and employee relations matters, including performance management, progressive discipline, employment eligibility verification, and Title VII and Title IX compliance.

This position handles complex and often challenging HR and workplace issues and requires sound judgment, discretion, and independent decision-making. This individual may serve as the primary team trainer or designated backup to the Lead HR Generalist.

Essential Duties and Responsibilities
  • Serve as a subject matter expert in key HR functional areas, including personnel transactions, talent acquisition, benefits, performance management, and reporting.
  • Provide guidance on timekeeping and leave policies and procedures, including overtime, FLSA exemptions, Family and Medical Leave Act (FMLA), etc.
  • Provide leadership and guidance on human resources issues and assist with the implementation of HR policies, procedures, programs, and initiatives.
  • Interpret and communicate HR policies and procedures to employees and management.
  • Oversee daily HR administrative processes supporting employees and managers.
  • Advise hiring managers throughout the recruitment and selection process to ensure effective and compliant hiring practices.
  • Review and evaluate position descriptions and organizational structures to support workforce planning and organizational effectiveness.
  • Provide guidance and consultation to supervisors and managers on employee performance management, workplace concerns, and progressive discipline processes, and assist in resolving employee relations matters in collaboration with VCU HR Employee Relations staff.
  • Ensure compliance with Title VII, Title IX, university policies, and other applicable federal, state, and employment regulations.
Qualifications:
Minimum Qualifications
  • Extensive customer service experience.
  • Ability to respond to requests with a professional and positive demeanor and contribute to a positive and enthusiastic environment within the Division of Student Affairs (DSA).
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field, or an equivalent combination of education and/or training.
  • Progressive human resources experience.
  • Working knowledge of Equal Employment Opportunity (EEO), Title VII, Fair Labor Standards Act (FLSA), Affordable Care Act (ACA), Americans with Disabilities Act (ADA), and Family and Medical Leave Act (FMLA).
  • Demonstrated experience with HR operations, employee relations, employment law, and regulatory compliance requirements.
  • Demonstrated ability to lead, manage multiple priorities, manage time effectively, and foster positive, collaborative working relationships.
  • Excellent verbal and written communication skills.
  • Strong attention to detail and commitment to accuracy.
Preferred Qualifications
  • Bachelor's degree in human resources, Business Administration, Public Administration, or a related field
  • SHRM-SCP, SHRM-CP, SPHR, PHR or related HR certification
  • Progressive experience managing employee benefits, full-cycle talent acquisition, performance management, and employee relations
  • Experience driving strategic HR operational initiatives and innovation
  • Experience with human capital management systems or similar systems
  • Experience delivering HR services in a Higher Education settingKnowledge of the Virginia Department of Human Resource Management (DHRM) policies and procedures
  • Knowledge of applicable local, state and federal laws, rules, and regulations
Salary Range:

$67,000-$73,000 (Based on experience)
