Job description

JOB SUMMARY

Under the general direction of the Human Resources Manager, performs responsible personnel administration work in carrying out City policies and procedures relating to a wide variety of Human Resources programs and activities. The Human Resources Coordinator serves as a liaison between the Human Resources Division and the Finance Department on all HRIS/Payroll issues. Responsibilities include reviewing, processing, and validating employment documentation, maintaining personnel records, and resolving payroll and benefit issues. The role involves assisting with duties in benefits, recruitment, training, performance management, risk management, and union contract interpretation. The coordinator also interprets personnel ordinances, policies, and procedures, addresses employee concerns, and liaises with outside organizations.

ESSENTIAL JOB FUNCTIONS
  1. Assist the HR Manager in setting goals and representing the division in personnel matters.
  2. Stay informed about legal and regulatory changes and recommend policy updates.
  3. Review and process personnel record changes, including new hires, transfers, terminations, and pay adjustments.
  4. Prepare and process payroll reports, analyze forms for accuracy, and maintain personnel action records.
  5. Maintain data within HRIS, including system configuration and updates to self-service applications.
  6. Generate reports and analyze data using various systems and tools.
  7. Conduct research and compile information for salary surveys and compliance reports.
  8. Ensure all employee materials are current and compliant with policies and contracts.
  9. Organize audits to ensure compliance with HR practices and wage payment regulations.
  10. Maintain data for EEO-4, AAP, I-9, and other reports.
  11. Investigate matters related to employee re-allocation, working conditions, and grievances.
  12. Interpret personnel policies and union contracts for various stakeholders.
  13. Assist in union negotiations and prepare relevant reports and surveys.
  14. Prepare reports related to organizational operations.
  15. Establish relationships with city officials, employees, and external agencies.
  16. Handle unemployment claims and manage public records requests.
  17. Perform other duties as assigned, including working during emergencies.
Knowledge, Skills, and Abilities
  • Knowledge of HR practices, EEO compliance, and relevant laws (e.g., COBRA, FMLA, ADA, HIPAA).
  • Proficiency in computer programs including Microsoft Office and HR systems.
  • Strong data management, research, analysis, and reporting skills.
  • Ability to maintain confidentiality and establish effective relationships.
  • Ability to exercise judgment, initiative, and independent judgment.
  • Effective communication skills, both verbal and written.
  • Ability to stay updated on legal and regulatory changes.
QUALIFICATIONS

Education and Experience: Bachelor’s degree in public administration, business administration, HR management, risk management, or related field, plus three (3) years of HR and risk management experience; or equivalent.

Special Qualifications: Knowledge of BenTek, NaviLine (SunGard HTE), Laserfiche preferred. Valid Florida driver’s license required for positions operating city vehicles.

PHYSICAL DEMANDS

The work is generally sedentary, requiring occasional exertion of up to 15 pounds of force. Physical abilities include dexterity, handling, reaching, repetitive motion, speaking, visual acuity, hearing, and walking.
