Overview

Position Purpose Summary

The Human Resources & Compliance Specialist provides strategic oversight of all HR functions to support KIHS’s mission and goals. This role ensures compliance with federal and state employment laws, drives organizational effectiveness through HR systems and policies, and leads a diverse HR team in delivering high‑quality services to the campus community.

Location: 11637 Terrace Drive, Suite 201, Waldorf, MD 20602; 4301 Garden City Drive, Suite 303, Landover, MD 20785; 1800 N. Charles Street, Suite 804, Baltimore, MD 21201.

Essential Duties
Human Resource
  • Run HR operations including recruitment, onboarding, employee relations, performance management, compensation, benefits, and retention.
  • Ensure compliance with federal and Maryland employment laws.
  • Uphold compliant personnel files and HR policies.
  • Oversee credentialing, licensure, and training.
Compliance & Regulatory Oversight
  • Serve as authority on COMAR OMHC regulations.
  • Align with CARF accreditation preparation and audits.
  • Ensure HIPAA workforce compliance and training.
  • Uphold compliance with BHA staffing requirements.
Responsibilities
  • Maintain up‑to‑date knowledge of federal and state employment laws to advise leadership on HR issues.
  • Spearhead implementation of an HRIS or similar system to facilitate processes and provide comprehensive data and reports.
  • Lead a staff of managerial, professional, and clerical employees responsible for providing all HR services.
  • Develop methods for collecting internal feedback on program satisfaction and adjust programs as needed.
  • Utilize available technology to maximize operational efficiencies and enhance delivery of HR services.
  • Serve as liaison to assist employees with workplace accommodations under federal and local disability laws.
  • Manage, track, and ensure compliance with all affirmative action plans.
  • Work closely with the Compliance Officer on related matters.
  • Develop, implement, and manage all HR policies consistently and fairly.
  • Design recruitment strategies with campus administrators to attract highly qualified candidates for faculty and staff vacancies.
  • Guide hiring managers and search committees through interview and selection processes.
  • Facilitate communication among employees and management including counseling, conflict resolution, meeting facilitation, and team building.
  • Monitor the annual review process to ensure all employees receive performance evaluations.
  • Plan new employee orientation programs to foster a positive attitude toward KIHS’s mission and introduce new personnel to institutional policies.
  • Act as KIHS’s primary contact for all labor relations issues and union negotiations.
  • Provide high‑quality, accessible benefit programs for employees, supporting work‑family balance.
  • Collaborate with Public Safety, Environmental Health & Safety, General Counsel, and Risk Management to maintain a safe workplace.
  • Prepare and manage the annual budgets for the HR office and benefits programs.
  • Perform other related duties as assigned by the CEO.
Required Education and Licensing
  • A master’s degree is required; substantial demonstrated experience may be considered instead.
  • Minimum ten (10) years’ experience in HR with five (5) years leading HR staff in a medium‑sized organization.
  • Thorough knowledge of best practices in HR and solid understanding of federal, state, and local laws including Title VII, ADA, FLSA, FMLA, ERISA, IRS, INS, Title IX, and discrimination regulations.
  • Familiarity with HR management systems and overall technological proficiency.
  • Professional in Human Resources (PHR) certification required.
  • SHRM Certified Professional (SHRM‑CP) preferred.
Qualifications
  • Proficiency in Microsoft Office and Electronic Health Record systems.
  • Knowledge of Maryland’s mental health system, Medicaid/MCO programs.
  • Ability to work with a diverse population, including those with serious and persistent mental illness.
  • Knowledge of COMAR pertaining to OMHC operations and billing practices.
  • HIPAA training required within 30 days of hire.
  • Ability to communicate complex benefits clearly to staff.
  • Strong attention to detail and timely follow‑through.
  • Respect for client confidentiality and HIPAA compliance.
  • Ability to work independently and collaboratively.
  • CPR/First Aid Certification preferred (or willingness to obtain within first 6 months).
  • Leadership experience (3 years preferred).
  • HR Director experience (5 years preferred).
Working Conditions and Environment
  • Maintain a clean, safe, and drug‑free work environment.
  • Must pass a criminal background check, drug screening, and TB testing.
  • Maintain a professional appearance and demeanor.
  • Office work includes commuting, documentation, planning, and team meetings.
Weekly Schedule
  • Full‑time, 40 hrs weekly, W‑2 employee.
  • Monday through Friday, 9:00 AM – 6:00 PM (1‑hour mandatory lunch break).
  • Attendance at team meetings as appropriate.
