Job summary

City of Des Moines seeks a Human Resources Business Partner (HRBP) to align HR services with city departments, including recruitment, testing, classification, compensation, and employee relations. The role acts as a liaison to management and anticipates HR needs while delivering value across HR functions.

Qualifications

  • Bachelor’s degree in public or business administration, human resources, or related field.
  • Considerable experience in recruitment and testing, employee relations, or performance management.
  • Some experience in compensation, organizational development, safety, wellness, benefits, and employment laws.
  • PHR/SHRM certification preferred or ability to obtain within 12 months of employment.

Responsibilities

  • Provides HR policy guidance and interpretation.
  • Provides guidance on employee relations issues.
  • Promotes and champions employee health and safety practices consistent with safety manual and policies and wellness initiatives.
  • Provides day-to-day performance management guidance to supervisors and managers.
  • Manages recruitment and selection of employees for assigned departments, including writing job advertisements/postings; evaluates and scores applications; conducts background checks; prepares and presents offers of employment; conducts orientation.
  • Performs job analysis and evaluation, including field observations to determine essential functions and develop job specifications.
  • Maintains classification system by conducting classification and compensation studies.
  • Responds to unemployment claims and hearings.
  • Provides basic technical support on worker's compensation, evaluations, promotions, terminations and performance and disciplinary issues; employee counseling, EAP referrals and career opportunities.
  • Administers FMLA for assigned Departments.
  • Trains new and current staff on Departmental tasks.
  • Keeps supervisor informed concerning progress and problems; communicates with others to improve operations.
  • Attends meetings, conferences, workshops and training sessions to stay current on HR practices.
  • Responds to citizens' questions in a courteous and timely manner.
  • Communicates and coordinates regularly with appropriate others to maximize interdepartmental effectiveness.
  • Develops and recommends employee related policies.
  • Performs other directly related duties consistent with HR role.

Job description

The human resources business partner (HRBP) position is responsible for aligning human resource (HR) services with employees and management in designated City departments, including: civil service testing, recruitment and selection, classification and compensation, employee relations, employee and organizational development; and other assigned work. The position serves as a liaison to department management on human resource-related issues. The role assesses and anticipates HR-related needs by communicating proactively with assigned departments. The position formulates partnerships across HR functions to deliver value-added service to management and employees that reflects the goals and objectives of the City. The HRBP maintains an effective level of understanding of assigned departments' operations, culture, goals and objectives.

  • Graduation from an accredited college or university with a bachelor’s degree in public or business administration, human resources, or a related field; and
  • Considerable experience in recruitment and testing, employee relations, or performance management; and
  • Some experience in any of the multiple human resource disciplines, including those listed above, compensation practices, organizational development, safety, wellness, benefits, and federal and state respective employment laws.
  • Current PHR, SHRM-CP, SPHR, SHRM-SCP certification preferred or ability to obtain the same within 12 months of employment.
  • Candidates for positions in this class must pass a post-employment offer physical examination and drug screen.
  • Possession of a valid Iowa driver’s license or evidence of equivalent mobility.
  • Provides HR policy guidance and interpretation.

  • Maintains classification system by conducting classification and compensation studies to determine and recommend class and salary grade.
  • Responds and participates in unemployment claims and hearings.
  • Provides basic technical support on worker's compensation, evaluations, promotions, terminations and performance and disciplinary issues; employee counseling, EAP referrals and career opportunities.
  • Administers FMLA for assigned Departments.
  • Trains new and current staff on Departmental tasks.
  • Keeps immediate supervisor and others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas.
  • Responds to citizens' questions and comments in a courteous and timely manner.
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Develops and recommends employee related policies.
  • Performs other directly related duties consistent with the role and function of the classification.
