The Arizona Department of Health Services is seeking an Employee Relations Consultant to serve as a senior ER analyst expert. You will interpret complex issues, advise management, and lead investigations while advising on personnel actions, policies, and compliance with laws.

Under general direction of the Employee Relations Manager, the ER Analyst Senior is recognized as an expert in own area and has specialized depth and/or breadth of expertise in Employee Relations. The individual in this position interprets issues and recommends solutions or best practices; solves complex problems, taking a broader perspective to identify solutions; and acts as a resource to lower level colleagues.
Providing counsel, direction, and information to management, supervisors, and employees on employee relations issues; administrative investigations, mitigates, mediates or elevates to the Employee Relations Manager, as appropriate. Conducts employee relations and grievances investigations, including, but not limited to fact finding, investigations related to disciplinary actions and/or corrective actions.
Conducting employee relations investigations, inquiries, and/or fact-findings; meeting and interviewing employees at all levels throughout the agency. Provide interpretation to employees regarding personnel actions, evaluations, disciplinary, and related matters. Ensuring policies and procedures are followed in accordance with relevant laws, rules, and policies.
Drafting and preparing investigative reports, findings, EEOC position statements, official responses, disciplinary letters, and other official responses. Participating in the development and/or the implementation of interpretation of applicable policies and procedures, guidelines.
Responding to requests for information and assistance from management, supervisors, and employees. Developing and implementing various human resources programs for employee relations and conducting special research, studies, and projects, presentations, etc.
Develop standard and ad hoc reports, templates, dashboards, and other performance -related and compliance metrics. Provide analytical and HR operational reporting to improve overall HR service delivery and support strategic organizational objectives.

Ability to:
Bachelor's Degree in Human Resources or closely related field and two years’ experience as an Intermediate Human Resources Analyst or equivalent experience; OR five years of Employee Relations experience at the HR Intermediate level. Preference given to candidates with relevant HR certification and continuous improvement and/or lean management experience.
