Job summary

The City of Saint Charles is seeking a full-time Human Resource Generalist in the Human Resources Department. The role performs general HR functions across recruiting, onboarding, payroll, benefits, leave administration and employee records.

The ideal candidate demonstrates meticulous attention to confidentiality, supports full-cycle recruiting, and partners with managers to meet staffing needs while adapting to changing priorities in a fast-paced environment.

Responsibilities

  • Assist with full-cycle recruiting activities, from posting positions through interview coordination, testing, selection, and onboarding.
  • Coordinate recruitment logistics, including scheduling interviews, communicating with candidates, preparing interview materials, and coordinating pre-employment requirements.
  • Coordinate onboarding activities for new employees and ensure required documentation is completed accurately and timely.
  • Partner with HR leadership and department leadership throughout the recruitment process to support staffing needs and ensure a positive candidate experience.
  • Coordinate and track 30/60/90-day reviews for newly hired employees.
  • Assist with employee events, surveys, and engagement activities.
  • Maintain confidentiality and professionalism when handling sensitive employee, payroll, benefits, leave, and personnel information.
  • Work effectively in a fast-paced environment, quickly shifting priorities and adapting to changing departmental needs while managing multiple HR responsibilities and deadlines.
  • Serve as a point of contact for the HR department email inbox, responding to employee inquiries and providing timely assistance or routing questions as appropriate.
  • Enter and maintain employee information in the HRIS and ensure employee records remain accurate and current.
  • Provide support across a broad range of HR-related duties and special projects, with the ability to pivot between recruiting, payroll, benefits, leave administration, employee records, and other departmental priorities as assigned.
  • Knowledge of FMLA regulations, eligibility requirements, leave administration, documentation, employee communications, and compliance.
  • Knowledge of the employee exit process, including separation procedures, documentation, final pay and benefits.
  • Participate in continuing education, professional development, and relevant HR conferences to stay current with HR practices.

The City of Saint Charles Human Resources Department is recruiting for a full-time Human Resource Generalist. The purpose of this position is to perform general human resources functions related to human resources at the City of St. Charles.

The Ideal Candidate
  • Demonstrates strong attention to detail when handling confidential employee and applicant information.
  • Has experience supporting full-cycle recruiting, including sourcing, screening, interview coordination, testing, candidate communication, selection, and onboarding.
  • Builds strong working relationships with candidates, employees, hiring managers, department leadership, and HR team members.
  • Is comfortable managing multiple HR functions simultaneously and quickly shifting priorities as organizational needs change.
Essential Duties And Responsibilities

Minimum Training And Experience Required
  • Associates degree in Human Resources, Public, Business Administration, or an Equivalent amount of Human Resource Experience, Bachelor's degree preferred
  • Minimum of two years' experience working in a human resources function.
  • At least two years' experience working with HRIS system and recruiting function
  • Strong communication, administrative and computer skills required.
  • Strong skills in Microsoft Word and Excel.
Physical Abilities Required To Perform Essential Job Functions
  • Ability to remain in a stationary position (seated) for extended periods while performing administrative tasks.
  • Frequent use of a computer, including typing, viewing monitors, and operating standard office equipment such as printers, copiers, and multi-line phones.
  • Ability to occasionally move about the office to attend meetings, access files, or interact with staff and the public.
  • Ability to lift and carry light items, such as files, boxes of documents, or office supplies (typically up to 10–20 pounds).
  • Ability to communicate effectively, both verbally and in writing, with a diverse range of individuals.
  • Visual ability to read and review detailed documents, spreadsheets, and electronic communications.
  • Manual dexterity sufficient to handle documents, operate office equipment, and perform data entry tasks.
  • Some travel between locations may be required.
