Job summary

NTU International A/S leads a consortium for an EU-funded project called the “Egypt Downtown Facility.” A Senior Non-Key Expert – Human Development is sought to support technical assistance in human capital development, education and skills, employment and social policy.

The role includes preparing sector analyses, policy papers, and assisting institutional capacity building within Egypt/MENA, with advisory duties and close collaboration with public partners.

Qualifications

• Master’s degree in development studies, economics, education, social policy, public policy, labour economics.
• Arabic is an asset.
• French is an asset.

Responsibilities

• Provide high‑quality technical assistance in human development, education and skills, employment and social policy.
• Prepare sector assessments, policy analyses, strategies, background papers or recommendations.
• Support institutional capacity building and reform in public institutions.
• Contribute to policy dialogue and project visibility in the Egypt Downtown Facility context.

Job description

NTU International A/S is leading a consortium for the proposal preparation of the EU-funded project called: “Egypt Downtown Facility.”

The overall objective of this assignment is to enhance the effectiveness, coherence and visibility of the Strategic and Comprehensive Partnership between the European Union and the Arab Republic of Egypt by providing rapid, flexible and high-quality technical assistance in support of jointly agreed bilateral cooperation priorities. This objective will contribute to strengthened policy dialogue, improved programme implementation and reinforced institutional capacities of Egyptian partner entities involved in EU-funded actions.

In this context, we are seeking a highly qualified Senior Non-Key Expert – Human Development to support technical assistance assignments related to human capital development, education and skills, employment and labour-market policies, social policy, institutional strengthening, and socio-economic development.

Qualifications and Skills

• Master’s degree in development studies, economics, education, social policy, public policy, labour economics, or a related field.
• Arabic is an asset.
• French is an asset.

Professional Experience

• At least 7 years of relevant professional experience.
• Experience in human development, education, skills development, employment and/or social policy.
• Experience preparing sector assessments, policy analyses, strategies, background papers or recommendations.
• Experience supporting institutional capacity building and reform in public institutions.
• Good knowledge of human capital development and socio-economic policy issues.
• Experience in Egypt and/or the MENA region highly desirable.
