Job summary

Richard is seeking an HSE Specialist II in Tuskegee, AL to advance field safety programs on active construction sites. The role focuses on developing site-specific safety plans, conducting inspections, coordinating with subcontractors, and driving incident investigations with hands-on leadership.

You will lead safety meetings, mentor craft workers, and utilize Procore and safety tools to ensure compliance with EM 385-1-1 and OSHA standards.

Qualifications

Job Summary

The HSE Specialist II is a developing HSE professional who can work more independently in the field. This person should be able to support project HSE execution, conduct inspections, assist with subcontractor coordination, participate in incident reviews, and help drive employee engagement. This role should not simply be a “paperwork safety person.” The HSE Specialist II should be visible in the field and capable of building credibility with craft and trade workers.

Responsibilities
  • Create and implement site specific Accident Prevention Plan for construction per EM 385 1-1.
  • Create and review Activity Hazard Analysis (AHA) and Work Plans based upon the project schedule and definable features of work.
  • Ensure all safety submittals required are created, submitted and approved well in advance of scheduled preparatory meetings.
  • Be available on site whenever work is being performed and perform site inspections and observations through the entirety of the shift.
  • Provide project safety orientations and briefs.
  • Document Weekly Safety Meetings, Weekly Inspections, Deficiencies and Corrective Actions, Man Hours Worked and any Incident.
  • Lead and document Near Miss and Incident Investigations performing Root Cause Analysis.
  • Develop and implement OHS training programs.
  • Oversee disposal of substances according to environmental guidelines.
  • Ensure statutes, regulations, and codes are clearly understood and met.
  • Enforce all safety and environmental policies and procedures.
Minimum Qualifications
  • High school diploma required; employees seeking advancement beyond this level are expected to pursue a bachelor’s degree in an HSE-related field.
  • OSHA 30-hour Construction Outreach card required.
  • First Aid/CPR/AED required.
  • EM 385-1-1 training required when assigned to federal projects.
  • Working knowledge of OSHA 1926 construction standards, hazard recognition, AHA/JHA processes, pre-task planning, field inspections, and corrective action tracking.
  • Ability to conduct or assist with orientations, toolbox talks, field audits, safety observations, incident documentation, and subcontractor follow-up.
  • Ability to engage craft workers and supervisors in meaningful conversations about risk, planning, and field conditions.
  • Ability to identify unsafe conditions, but also recognize system weaknesses, planning gaps, production pressure, and communication failures that may contribute to risk.
  • Ability to support both federal and commercial construction projects.
  • Ability to use digital tools such as Procore, Microsoft Office, inspection software, SDS platforms, and safety tracking systems.
  • Self-motivated with developing leadership skills and the ability to influence without relying only on authority.
  • Have five (5) years of construction industry safety experience or three (3) years if he/she possesses a Certified Safety Professional (CSP) or certified Construction Safety and Health Technician, (CSHT) certification or have a safety and health, degree from an accredited university or college.
Preferred Qualifications
  • Associate’s or bachelor’s degree in Occupational Safety and Health, Environmental Health, Construction Safety, Construction Management, Industrial Hygiene, or related field.
  • CHST preferred or ability to become CHST-eligible.
  • Federal construction experience with USACE, NAVFAC, DoD, VA, or similar clients.
  • Commercial construction, healthcare, hospital, occupied renovation, or self-perform construction experience.
  • Competent-person training or advanced training in at least two of the following areas: fall protection, excavation/trenching, scaffolding, confined space, hazardous energy/LOTO, silica, hot work, crane/rigging, or mobile equipment.
  • Familiarity with Human and Organizational Performance principles, learning teams, employee engagement, or behavior-influencing systems.
  • Experience assisting with incident investigations, root cause analysis, learning reviews, or corrective action development.

Pay Range

$90,000.00 - $120,000.00

The base salary range for this position as of posting is Richard's good faith estimate of the possible compensation for this role. The range for this role takes into account the factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs.
