Overview

Head Start/Early Head Start Center Manager position located in Stockton, CA. Full-time, 4-year degree recommended; salary range $26.15 - $29.39 hourly. Under supervision of the ECE Assistant Director, the Center Manager will implement and oversee all components of a quality preschool or infant/toddler program, contribute to the teaching team’s success, and maintain compliance with licensing and funding regulations.

Responsibilities

General

  • Represent the agency in a consistently professional manner, modeling the agency’s vision, mission, and values.
  • Promote teamwork among Early Education Services, CAPC staff, volunteers, Board members, and other stakeholders.
  • Develop and maintain relationships to support the agency’s vision, mission, and values.
  • Work effectively with diverse staff, parents, children, and community members.
  • Maintain compliance and knowledge of CAPC Policies, funding and regulatory rules, and applicable laws.
  • Conduct and document regular check-ins with staff to provide support and address opportunities in a timely manner.
  • Provide opportunities for staff training and development related to their roles.
  • Model strengths-based services and a collaborative, positive work environment.
  • Identify gaps and needs at assigned sites and coordinate with the Director to implement solutions.

Program-Specific

  • Program provides for the safety, health, and nutrition of children.
  • Ensure teaching staff provide a safe environment according to Cal OSHA Guidelines (SB198), Licensing 22, Title 5 Regulations, and Head Start Performance Standards.
  • Keep accurate and updated emergency information, medication, allergies, and treatment authorizations for all children.
  • Ensure teaching staff complete required health and safety trainings and renew applicable certifications by due dates.
  • Implement and ensure the center’s plan for medical and disaster-related emergencies is carried out per SB198 guidelines.
  • Review site and classroom supervision plans, including staff responsibilities and zoning maps.
  • Monitor healthy practices in the classroom (universal health, timely diapering/clothing changes, and authorized medication dispensation).
  • Attend meetings, review health reports, input health information into ChildPlus, communicate with parents, and ensure health requirements are compliant with Head Start standards.
  • Monitor food service support for meals and snacks according to CACFP policies.
  • Ensure nutrition documentation for children under 12 months is completed timely.
  • Communicate all family updates to Early Education Program Manager, Teacher, and Associate Teacher.

Program provides early education experiences and learning opportunities

  • Oversee quality lesson plans using the Creative Curriculum to meet the needs of each child.
  • Monitor documentation of children’s growth, developmental screenings/assessments, and timely submission of paperwork.
  • Monitor individualization and education plans for developmental goals and activities for each child, including children with disabilities.
  • Assist teaching team in balancing child- and adult-directed activities and varying group experiences.
  • Monitor integration of program funding goals into the lesson plan curriculum.
  • Ensure a curriculum that supports acceptance and respect of gender, culture, language, ethnicity, and family composition.

Program provides an interesting and varied physical environment

  • Ensure well-organized interest areas (blocks, dramatic play, art, library, etc.).
  • Use Environmental Rating Scale to measure classroom quality.
  • Provide outdoor curriculum that extends the indoor classroom to outdoor settings.
  • Foster an environment that respects gender, culture, language, ethnicity, and family composition.

Program promotes social and emotional growth

  • Build positive relationships with children using quality interactions described in the CLASS tool.
  • Promote program-wide expectations for behavior (We are Safe, We are Respectful, We are Friendly).

C. Administrative and Supervisory Responsibilities

  • Establish consistent daily schedules, routines, and transitions to maintain educational flow.
  • Maintain and update licensing files and participate in monitoring visits.
  • Oversee daily activities and assist in preparing state and federal program reports.
  • Supervise teaching staff and volunteers; enforce program policies.
  • Provide training and professional development; meet with parents as needed; resolve conflicts between staff and parents.
  • Maintain records for staff attendance, meetings, and program requirements; ensure personnel policies are followed and disciplinary actions are initiated when applicable.
  • Evaluate teaching staff annually and support professional development goals; monitor payroll and timekeeping; ensure documentation is timely and complete.
  • Record statistics and file reports required by funding sources; use agency databases for program information.
  • Initiate, attend, and participate in CST and Parent Consultation meetings; ensure timely completion of all CSTs and follow-up.
  • Maintain up-to-date parent binders and attendance support plans; process site supply requests and mileage expenses.
  • Ensure all internal or licensing incident reports are completed promptly and reported to the Program Manager as required.
  • Build and maintain relationships with community agencies; participate in community events and trainings as requested.
  • Complete Family Partnership Agreements and Family Strengths Assessments per Head Start standards; schedule and conduct bi-monthly parent meetings.
  • Post meeting agendas/minutes and coordinate parent activity surveys and calendars.
  • Perform additional duties as assigned. Support the ERSEA department with recruitment and enrollment to maintain 100% enrollment.
Qualifications
  • Education: BA in Child Development or related field; or AA with Family Development Credential; valid Child Development Site Supervisor Permit required. Three Infant/Toddler units required for birth to three; six units preferred.
  • Experience: Five years of relevant experience with ages 0-5 and families; at least three years in supervision.
  • Abilities: Gather/analyze data, write reports, interpret rules, communicate clearly, establish relationships, and work professionally. Take initiative and seek guidance as needed.
  • Technical Skills: Basic computer skills (MS Outlook, Internet).
  • Interpersonal/Communication: Demonstrate strong interpersonal skills, compassionate and non-discriminatory communication; ability to compose professional written correspondence.
Condition of Employment
  • Background Clearance: DoJ, FBI, and CACI fingerprint clearance as required.
  • Immunizations: Provide proof per SB 792 including Pertussis, Measles, Hepatitis B, influenza policy, and TB clearance with risk assessment every 4 years.
  • CPR/First Aid Pediatric certification within 45 days of hire; recertify every two years.
  • Child Care Center Operations and Record Keeping Orientation within 30 days; provide completion documentation.
  • Health and Safety Training: 15 hours of Preventative Health and Safety and 1 hour of Nutrition within 90 days.
  • Mandated Reporter: Complete required training within 90 days and renew annually; ongoing updates as required.
  • ACEs Early Trauma Online Learning Training within 30 days; provide completion documentation.
  • Integrated Pest Management Training within 30 days and annually thereafter; provide documentation.
  • Certification: Maintain current teaching permit; participate in Professional Growth Development; minimum 21 hours per year.
  • Funding: Position is at-will and dependent on continued funding.
