This senior role combines process governance, system administration, and staff training across sites.

Who we are looking for

You will plays a key role within corporate HR, managing enterprise payroll operations, HRIS administration, and supporting RBM through a substantial payroll system deployment, migration, and ongoing system care. This position delivers accurate, compliant, and timely payroll for more than 1,200 employees across several states while maintaining the system backbone essential to all HR services.

As a key contributor to payroll administration and governance, this role creates and updates the frameworks, policies, and systems that enable business growth. It ensures regulatory compliance and supports initiatives involving organizational growth, regulatory updates, structural changes, and acquisitions. This operational role serves as an expert resource who guarantees consistency, accuracy, and compliance across locations. It provides mentorship to improve workflows and address problems.

The HRIS & Payroll Systems Manager works closely with Finance, Legal, IT, and HR to keep payroll and HRIS systems reliable and aligned with business needs. This role trains and supports site-level HR teams to improve organizational readiness, encourage consistent compliance, and maintain the infrastructure needed for RBM’s growth and smooth operations.

Payroll Oversight & Quality Assurance
  • Provide oversight and quality assurance for payroll processing completed by site-level HR teams
  • Act as the point of contact for complicated payroll problems and bring partner concerns to HR leadership when necessary
  • Track payroll processes at various sites and detect tendencies or problems
  • Conduct root‑cause analysis on payroll errors and recommend corrective actions
  • Ensure standardization of payroll practices while allowing necessary site-level variations
  • Lead cross‑site troubleshooting for payroll and timekeeping systems
Payroll / HRIS System Implementation & Ongoing Administration
During Implementation Phase
  • Act as the payroll and HRIS authority for the ADP system implementation and migration
  • Partner closely with the IT Project Manager and system vendor on planning, timelines, and readiness
  • Support cutover planning and launch coordination across all sites and pay groups
  • Manage dual-system administration during migration
  • Coordinate integrations between payroll/HRIS and enterprise systems (ERP, accounting, talent systems, DIG)
  • Provide requirements for data mapping, cleansing, validation, and testing
  • Lead payroll‑specific testing including unit, integration, UAT, and parallel testing
  • Develop new payroll SOPs, policies, and controls for approval
  • Support change management and communications to payroll collaborators and site HR teams
  • Ensure payroll accuracy and compliance throughout the transition
  • Lead stabilization efforts and document lessons learned for future improvement
Post‑Implementation (Ongoing)
  • Serve as the primary administrator for the new payroll platform
  • Manage system maintenance, upgrades, and feature improvements
  • Monitor system performance and advance vendor performance issuesMaintain configuration settings, security, and user access
  • Coordinate testing for updates and patches
  • Ensure accuracy of integrations (payroll, HRIS, timekeeping, ATS, compensation)
  • Offer continuous assistance and training to site HR teams
  • Maintain logs of system changes and site‑specific one‑offs
Payroll Accuracy & Complex Processing
  • Ensure accurate LOA, PTO, and FMLA pay processing
  • Coordinate bonus and merit processing across sites
  • Support retro pay, corrections, and specialized tax calculations
  • Address timekeeping exceptions, missed punches, and complex pay issues
  • Establish quality control checkpoints and validation procedures
Training, Development & Assistance
  • Provide mentorship and training on payroll procedures and system usage
  • Develop onboarding and continuous training for payroll processes
  • Serve as the primary contact for site HR payroll inquiries involving blocking issues
  • Build user guides, job aids, and reference materials for the payroll system
  • Establish the support model and paths for blocking issues post‑implementation
  • Reinforce training and ensure adoption across sites
  • Build capability and confidence among field HR teams
Qualifications
Required Education & Experience
  • Bachelor's degree in Human Resources, Business Administration, Information Systems, Accounting, Finance, or a related field (or equivalent combination of education and experience).
  • 7–10+ years of progressively responsible experience in managing payroll processes and HRIS within a multi‑site, multi‑state organization.Minimum of 3–5 years leading administration of large‑scale HRIS and payroll systems.
  • Demonstrated experience managing payroll for 1,000+ employees across multiple states.
  • Hands‑on experience leading or playing a key role in an enterprise HRIS/payroll implementation, migration, or major system upgrade.
  • Experience serving as a system administrator for an enterprise HRIS and payroll platform (ADP experience strongly preferred).
  • Experience developing payroll policies, standard operating procedures (SOPs), internal controls, and governance frameworks.
  • Experience supporting mergers, acquisitions, organizational restructures, or rapid organizational growth is preferred.
Knowledge
  • Extensive knowledge of:
  • Multi‑state payroll administration
  • Federal, state, and local payroll tax regulations
  • Wage and hour laws (FLSA)
  • Garnishments, child support, tax levies, and bankruptcy orders
  • FMLA, LOA, PTO, and payroll implications
  • W‑2 processing and year‑end payroll requirements
  • HRIS administration, security, workflows, and configuration
  • Timekeeping systems and payroll integrations
  • HR data governance and data integrity best practices
  • Understanding of SOX or other internal control environments is preferred.
  • Working knowledge of HR, payroll, finance, and ERP system integrations.
Technical Skills
  • Advanced experience with enterprise payroll and HRIS platforms (ADP)

The base salary range for this position is $99,249 - $148,873. This range represents the Company’s good faith estimate of the base compensation for this role at the time of posting. Actual compensation will be determined based on several factors, including but not limited to relevant experience, skills, qualifications, internal equity, and geographic location. In addition to base salary, this role may be eligible for annual incentive compensation and/or long‑term incentives, subject to Company plans. The Company offers a comprehensive benefits package including medical, dental, vision, retirement, paid time off, and other benefits.

Preferred Qualifications
  • Certified Payroll Professional (CPP).
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
  • Project Management Professional (PMP) or similar project management certification.
  • Experience with ADP implementation projects.
  • Experience in manufacturing, distribution, or other multi‑location environments.
  • Experience working with API integrations and HR technology ecosystems.
