Job description

SUMMARY

The HR Systems & Data Analytics Manager is responsible for the overall administration, optimization, and strategic advancement of the organization's Human Resources systems, with primary ownership of the Oracle HCM platform and Learning Management System (LMS). This role oversees the day-to-day operation, governance, configuration, and continuous improvement of HR technology solutions with coordination and collaboration with the payroll platform, while ensuring data integrity, system effectiveness, and an exceptional user experience. In addition, the HR Systems & Data Analytics Manager will establish and lead the HR data and analytics strategy and data modeling to develop actionable insights that enable data-driven workforce decisions. The role will manage a high functioning systems team as well as serve as the primary HR technical project manager, leading cross-functional initiatives involving HR systems, process automation, integrations, and enterprise technology implementations. Serves as a critical liaison between HR, IT, and external vendors. The successful candidate combines deep HR technology expertise, strong analytical capabilities, and project management leadership to support organizational growth.

MAJOR RESPONSIBILITIES
  • Serve as the primary owner and administrator of the Oracle HCM platform. Lead day-to-day operations, system maintenance, configuration, connected system integrations, security administration, and issue resolution. Manage Oracle system releases, testing, feature evaluations, and implementation of new functionality. Monitor system performance, identify opportunities for automation, and implement process improvements to increase efficiency and reduce manual transactions. Partner with HR Centers of Excellence, IT, Finance, and business leaders to optimize system functionality and user experience. Coordinates and collaborates with payroll platform and team.
  • Develop and execute a comprehensive HR data and analytics strategy aligned with organizational goals. Create and maintain HR dashboards, KPI scorecards, and workforce reporting solutions. Establish data governance standards that promote data quality, consistency, and compliance. Partner with HR leadership to identify key workforce metrics and reporting requirements to generate actionable insights. Present data findings and recommendations to senior leaders and executive stakeholders.
  • Serve as the HR Technical Project Manager for HR technology initiatives and transformation efforts. Support the planning, execution, and implementation of HR systems projects from requirements gathering through deployment and stabilization. Coordinate cross-functional teams including HR, Payroll, IT, Finance, vendors, and external vendor partners to develop HR tech project plans, timelines, resource requirements, risk assessments, and communication strategies. Manage testing activities, user acceptance testing (UAT), issue resolution, and deployment readiness. Drive adoption through stakeholder engagement, communications, and change management activities. Ensure projects are delivered on time, within scope, and within budget.
  • Provide functional and operational ownership of the organization's Learning Management System(s), ensuring system performance, reliability, and alignment with learning and development objectives. Partner with Learning & Development and business leaders to enhance the learner experience and optimize learning processes through technology. Manage LMS system configurations, upgrades, integrations, testing, and vendor relationships.
  • Provide leadership and guidance to the HR systems team of Analysts as we all as overall reporting and analytics activities. Build strong relationships with HR leadership, IT teams, and business stakeholders. Establish a culture of continuous improvement, innovation, and data-driven decision-making. Evaluate emerging HR technologies and recommend solutions that enhance organizational effectiveness. Manage external vendors and consulting partners, as required.
  • Ensure compliance with data privacy regulations, organizational security standards, and audit requirements. Manage HR system access controls and security role governance. Support internal and external audits related to HR systems and workforce data. Maintain confidentiality and integrity of sensitive employee information. Develop and implement controls to ensure data accuracy and regulatory compliance.
  • Develop and maintain system documentation, process maps, and operating procedures. Establish HR systems governance processes, including change management, security roles, workflows, and data standards.
ADDITIONAL RESPONSIBILITIES
  • Oversees headcount process for upcoming fiscal years. This includes partnering with management to identify headcount need in all areas of the organization; preparing reports for parent organization (Subaru Corporation); ensuring accuracy of headcount data in Human Capital Management system (HCM); and collaborating with Talent Acquisition and Compensation teams to begin the recruiting process for newly approved positions.
  • Manages new hire experience including design and execution of new employee onboarding curriculum through the Starfull Welcome program. Facilitates program alongside executives/leaders in the organization
  • Engages in continuous improvement projects and other strategic initiatives to ensure the continued enhancement of the HR department.

EDUCATION & EXPERIENCE REQUIREMENTS

Bachelor's degree Human Resources, Business Administration, Information Systems, Data Analytics, Computer Science, or related field required; or H.S. Diploma and equivalent years of experience required. At least 8-10 years progressive experience in HRIS, HR technology, workforce analytics, or related disciplines required and at least 2-4 years' experience administering Oracle HCM Cloud or comparable enterprise HR platform required.

WORK EXPERIENCE
  • Office Location: Camden, NJ apart of the Greater Philadelphia Area (Philly)
  • Hybrid Role: Hybrid Role - Remote work 2 days per week (after 90 days) [Wednesdays & Fridays]
  • Travel: 10% Domestic
COMPENSATION

The recruiting base salary range for this full-time position is $125,000 - $140,000 / year. Within the range, individual pay is determined by factors, including job-related skills, experience, and relevant education or training. Additionally, this role is bonus-eligible, with a target bonus percentage that provides an opportunity to earn even more based on your performance. (Internal Job Grade: M1)
