Qualifications

  • Gathering, analyzing, modifying, and reporting data using programs such as Microsoft Office programs, OBIEE, Crystal Reports
  • Building positive and trusting relationships with management, employees, unions and the general public

Responsibilities

  • Oversee the Transactions and HRIS teams in daily functions, providing professional HR guidance and consultation on system configurations and personnel transactions.
  • Ensure data quality, analyze and report on data, and advise on Workforce Dashboard creation and maintenance.
  • Participate in HR projects affecting DCT business activities and refine personnel procedures, policies, operations, and systems.

This position requires an employee to be onsite at 3200 Labore Rd, Ste 104, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

As the HR Operations Supervisor, you will be responsible for overseeing the Transactions and HRIS teams in daily functions, providing professional human resource guidance and consultation on HR system configurations and personnel transactions, ensuring data quality, along with analyzing and reporting on data, and advising on the Workforce Dashboard creation and maintenance. This position participates in various human resources special projects affecting Direct Care & Treatment (DCT) business activities and guides in developing and refining personnel procedures, policies, operations, and systems. They serve as the subject matter expert and provide independent judgement to staff regarding all Transactions and HRIS functions.


Other duties include:


  • Hire, train, evaluate, and prepare individual development plans for staff within the team

  • Coordinate the implementation and administration of transactions for roughly 5600 employees, providing advanced-professional guidance and training to Transactions staff in order to maintain accurate personnel records

  • Oversee the development and delivery of HRIS reports to DCT HR, Managers and Supervisors in order to provide data-driven solutions that support the agency's business objectives.

  • Serve as the subject matter expert for all personnel transactions, and Agency Security Administrator for SEMA4.

  • Analyze compliance audits for discrepancies; independently determine necessary updates to processes based on data.


Direct Care and Treatment operates a variety of programs as well as residential and vocational services for people with serious mental illnesses, developmental disabilities, substance use disorders, and much more. DCT also operates the nation's largest secure treatment program for civilly committed sex offenders. Our mission is to support meaningful lives through specialized behavioral health services that others do not or cannot provide.


Minimum Qualifications


  • Three (3) years of human resources experience working in public sector that includes processing and/or oversight of personnel transactions. Experience must include:

    • Managing employee transactions within the Statewide Employee Management System (SEMA4)

    • Interpretation and administration of human resources policies, administrative procedures, state and federal employment laws, data practices, and collective bargaining agreements

    • Gathering, analyzing, modifying, and reporting data using programs such as Microsoft Office programs, OBIEE, Crystal Reports

    • Building positive and trusting relationships with management, employees, unions and the general public



  • AND

  • Demonstrated leadership experience. Leadership experience can include:

    • Experience as a supervisor, lead worker, team lead, or project lead*.

    • Completion of a State of Minnesota leadership program (e.g., ELI, SLI, L4).

    • Completion of a similar or equivalent leadership development program through another organization

    • A paid/unpaid position leading a program or chairing a committee (e.g., ERG) - experience must include:

      • 1+ years of identifying issues, goals, and strategic actions

      • 100+ hours per year time commitment




Preferred Qualifications


  • Experience auditing personnel transactions and correcting discovered errors

  • Experience with project improvement initiatives
