HOUSING SERVICES SUPERVISOR

Salary: $55,000.00 Annually

SCHEDULE:

Monday-Friday, 8:00am to 4:00pm or 9:00am to 5:00pm

SUMMARY:

Family Service League is seeking a full-time Housing Services Supervisor for our Program Home Program in Bay Shore. The Housing Services Supervisor reports to the Program Director of Housing Services and will communicate a vision for the staff that reflects FSL and program values and responds to the needs of the community. The Housing Services Supervisor will demonstrate outstanding oral and written communication skills. He/She will establish and maintain an environment where new ideas and solutions to problems are encouraged, solicited, evaluated and implemented. He/she will influence and effectively motivate staff to achieve FSL mission and program goals. The Housing Services Supervisor will demonstrate high ethical standards and personal integrity and display commitment to FSL.

RESPONSIBILITIES:

  • The Housing Services Supervisor will oversee staff, including recruiting, hiring, training, developing, and conducting supervisions and performance appraisals.
  • Advocate for client needs.
  • Arrange forums with outside entities to provide information on topics related to securing and maintaining permanent housing.
  • Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem.
  • Assist participants in moving into permanent housing, i.e. attend lease signing, ensure utilities are turned on, and coordinate transportation/moving.
  • Assist participants in the completion of all housing applications and ensure the applications are submitted to housing programs in a timely manner.
  • The Housing Services Supervisor will conduct comprehensive intakes of all clients.
  • Assist staff in conducting client intakes, as needed.
  • Complete and oversee housing inspections in a timely manner.
  • Complete monthly budgets with clients and regularly work with clients to increase monthly income.
  • The Housing Services Supervisor will c onduct regular face-to-face contact with clients.
  • Conduct regular reviews of client records across all programs to ensure compliance with documentation standards, provide timely feedback on deficiencies and required corrections, and monitor completion of corrective actions to ensure records are accurate, complete, and compliant.
  • Demonstrate an understanding of program outcomes, performance indicators and program evaluation tools.
  • Determine and document monthly rental subsidies for current RRH clients in budgetary spreadsheet.
  • The Housing Services Supervisor will d evelop individualized housing plans for each client.
  • Develop new housing resources on a regular basis.
  • Document all contact with and on behalf of the program participants.
  • Encourage staff to advocate for clients’ needs and provide ongoing support to address any areas of concern.
  • Enter all intakes and discharges into HMIS.
  • Escort participants to view apartments and other appointments, as needed.
  • Guide staff in providing referrals for community resources to help clients reach their goals.
  • The Housing Services Supervisor will l ocate appropriate housing for households who are homeless.
  • Obtain the rental checks, make copies for the client’s file and mail them out to the property management companies in a timely fashion.
  • Once clients have moved, address any issues of safety and cleanliness within the home.
  • Participate in ongoing landlord engagement regarding possible housing opportunities for homeless clients and ensure follow up with difficult or non-compliant landlords.
  • Participate in and conduct team meetings, case conferences, department meetings, weekly individual supervisory sessions, and staff training.
  • Provide additional information/instruction on the skills required to secure and maintain permanent housing to program participants.
  • Provide guidance to reporting staff on the completion of housing applications (Section 8, SPA, PSH, etc.)
  • The Housing Services Supervisor will p rovide ongoing support, crisis intervention and counseling for clients in reaching their goals.
  • Regularly communicate with SCDSS liaison to obtain updated roster and provide information on specific PH clients.
  • Review lease agreements and be an ongoing liaison between the program and property managers.
  • Select clients from the waitlist to become active in the RRH program as often as possible.
  • Send paperwork to active landlords regarding subsidy agreements and file signed agreements upon return receipt.
  • The Housing Services Supervisor will s et priorities and monitor progress towards goals, and track details, data, information and activities.
  • Work in partnership with theProgram Directorand seek supervisory input, as needed.
  • Attend trainings, as applicable.
  • Understand and demonstrate a commitment to Performance Quality Insurance (PQI) and accreditation with the Council on Accreditation for Children and Family Services (COA).
  • All other duties as assigned.

QUALIFICATIONS:

High School Diploma required; bachelor’s degree in social work or a related field is preferred.

At least 3 years’ experience in housing and homeless services required.

Prior supervisory experience preferred.

Prior knowledge of the Suffolk County Department of Social Services is preferred.

Strong organizational, leadership, and time-management skills required.

Excellent interpersonal and verbal and written communication skills required.

The ability to multitask and the ability to work as part of a team are required.

Proficient computer skills, including Microsoft Office required; experience with HMIS, Google Apps, and web-based project management software is preferred.

Valid and clean NYS driver’s license and a history of responsible/safe driving required.

PHYSICAL REQUIREMENTS:

This position requires sitting and working at a computer for extended periods of time, conducting weekly visits to the various shelters where each client resides and traveling to different FSL offices/community meetings. It may also require minimum lifting.
