King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community.
The Performance Measurement and Evaluation (PME) unit is recruiting for a mid-level evaluator position. This evaluator position is centrally located within the PME unit of the DCHS Director's Office. PME is composed of a team of approximately 50 dedicated program evaluators and data analysts who work with program staff, providers, and regional partners to develop frameworks for understanding the outcomes and equity impacts of DCHS programs and policy work. This work includes determining appropriate performance measures, managing data collection, supporting continuous quality improvement, and conducting in-depth analyses to inform decision-making and improve service delivery. PME disseminates research and evaluation findings and promotes organizational learning through published reports and online dashboards.
This position will support DCHS’ Housing and Community Development Division’s (HCD) affordable housing data analysis, policy analysis, and evaluation work. It will work primarily with HCD’s Policy, Planning and Special Projects and Capital Programs teams. This position will be a part of a two-person team focused on housing policy and capital, which is part of a larger team focused on housing more broadly. A key focus of this position is to support King County's ongoing efforts to build a culture of data-informed decision-making and evaluation within the framework of King County's efforts to create greater access to affordable housing and ensure housing stability for our residents.
This evaluator position will work with housing program staff, housing planners and policy analysts, and regional housing partners to use data to measure, continuously improve, and report about housing affordability and stability in King County. This includes developing regional housing affordability measures, monitoring progress towards Comprehensive Plan implementation, presenting analyses on affordable housing development, measuring displacement, researching the impacts of evictions in King County, developing data resources, creating routine and custom reports and analyses, and facilitating data-focused conversations.
This position supports a wide range of topics related to housing, requiring a breadth of knowledge of the housing space and an interest in learning about a range of different housing policy areas. Successful candidates must be willing to move between these different policy areas, make connections across them, develop a deep understanding of the King County local policy context, and determine research questions that will support program and policy decision-making.
This selection process will fill our current vacancy but may also be used to create a pool of qualified candidates should additional Evaluator positions open up within the next six (6) months.
