Job description

Description

NAYA Family Center is seeking an experienced Housing Development Manager to lead real estate development projects, oversee our existing portfolio, and grow our property management operations. This role ensures our properties remain sustainable and expands NAYA’s housing efforts to better serve the community. This position will manage every stage of development, from feasibility to lease-up, while securing funding and strengthening key relationships to support NAYA’s real estate growth.

NAYA offers an exceptional benefits package, including free medical, dental, and vision insurance for employees (with affordable options for family members), a 401(k) retirement plan with a 6% match, paid vacation, and 14 paid holidays.

This is a full-time role with work hours of 9 am to 6 pm with a one-hour unpaid lunch. Some evening and weekend work may be required based on project needs. Once training and onboarding are complete, there may be flexibility to work from home 1-2 day a week.

The salary for this position is $100,000 - $120,000/year.

Who You Are

  • You have at least five years of experience in real estate development, affordable housing, or property management, including at least three years in a supervisory or leadership role.
  • You have a bachelor’s degree in finance, business administration, real estate development, or a related field (or an equivalent combination of education and experience). A master’s degree is preferred.
  • You have deep knowledge of affordable housing finance, development, and compliance, including working with public and private funding sources.
  • You’re a strong project manager who can juggle multiple priorities, keeping projects on track and within budget.
  • You’re entrepreneurial and resourceful, always looking for ways to expand and improve operations.
  • You are skilled in relationship-building and can collaborate effectively with community partners and service providers.
  • You have experience hiring, training, and mentoring staff, and you’re committed to developing a strong, mission-driven team.
  • You can stay composed in high-stress situations, exercising good judgment while supporting survivors in crisis.
  • You are adaptable, flexible, and able to manage changing priorities without compromising the quality of your work.
  • You demonstrate self-awareness, listening deeply, centering others, and taking accountability for your actions.
  • You are consistently punctual, reliable, and dependable in support of your team and clients.
  • You are proficient in computer skills, including web-based research, word processing, MS Excel, and database management.
  • You are familiar with Native American history, culture, and the local urban Native community, and you understand the systemic issues impacting affordable housing.
  • You possess a current Oregon or Washington driver’s license, and the ability to be insured under NAYA’s liability insurance policy (i.e. no more than one major driving violation in the last three years).

What You'll Do

  • Lead the development of affordable housing and commercial real estate projects, from planning to completion.
  • Oversee NAYA’s real estate portfolio, ensuring properties remain financially and physically sustainable.
  • Grow NAYA’s property management operations, improving efficiency and tenant services.
  • Secure funding through grant writing, applications, and negotiations with public and private funders.
  • Manage project teams, including architects, contractors, attorneys, and consultants, to ensure projects stay on time and on budget.
  • Ensure regulatory compliance, track expenditures, and monitor construction progress.
  • Engage with stakeholders, policymakers, and community partners to advance NAYA’s real estate vision.
  • Hire, train, and develop team members, strengthening NAYA’s real estate capacity.
  • Identify new development opportunities and advocate for affordable housing policies.
