$30.68 - $32.29 PER HOUR

HEAD START/EARLY HEAD START

Through our Head Start and Early Head Start programs, we work with children (infant – 5 years old) and their families to provide the skills, confidence and stable home life necessary for a smooth transition into kindergarten and beyond. Head Start positions are generally Monday through Friday.

JOB SUMMARY AND PURPOSE

The Home Base Supervisor works to ensure that the Home Base Program is operated in a way that exemplifies the VOALA Zero to Five goals of providing children and families with a strength-based approach and educational experiences that help them grow cognitively, socially, emotionally and physically.

DUTIES AND RESPONSIBILITIES
  • Conduct home visits with home visitors and provides feedback to staff for purposes of their professional development in program-defined competency areas and job description responsibilities.
  • Stay current with federal, state, and local laws and regulations including: New initiatives, policy clarifications, Office of Head Start (OHS) frameworks, and all special education laws (IDEA, PL 94-142, PL 99-459) and civil rights laws (Section 504 and Americans with Disabilities Act), Caring for our children Safety regulations, Community Care Licensing Division (CCLD) Regulations
  • Engage in the promotion of staff development and continuous learning through training, in-service training, observation, and coaching.
  • Exercise considerable professional judgement and autonomy in decision-making with respect to the general operations of the various child development programs.
  • Participates in recruitment and selection of Education staff. Makes home base assignments and conducts periodic personnel evaluations as required by Volunteers of America Personnel Policies and Division Operational Procedures.
  • Review and evaluates the Education Area activities to ensure compliance with Volunteers of America of Los Angeles and Head Start Performance standards.
  • Recommends the purchase of instructional materials, play equipment, and teaching aids that are developmentally appropriate.
  • Attends all meetings required by the funding source and agency management; prepares and submits required reports promptly and accurately.
  • Participates in the recruitment, proper placement and transition of Special needs children and their families into the program. Maintain and monitors federal compliance with Disabilities Performance Standards.
  • Reviews and analyzes assessments data and development action plans for improvement, reports, records and directives and confers with Education Manager to obtain data required for planning activities of education, status, of work and problems encountered.
  • Conduct trainings
  • Other duties as assigned.
ESSENTIAL DUTIES:
  • Services for this position must be provided on-site. As a result, the position requires incumbents to report to work on-site each day of active employment
  • Supervises staff to ensure the quality of their lesson plans and maintain compliance with required home visits
  • Conducts home visits with assigned Home Visitors, providing feedback to staff for purposes of their professional growth and development
  • Promotes staff development and continuous learning through scheduled training, in-service training, observation and coaching
  • Reviews and analyzes client assessment data and works cooperatively with education managers to develop action plans
  • Prepares and submits required reports on a timely basis
  • Participates in the recruitment, proper placement, and transition of special needs children and their families into the program
  • Recommends the purchase of instructional materials, play equipment, and teaching aids that are developmentally appropriate
  • Other duties as may be required and may be subject to change
MANDATED REPORTER

As service providers to the underprivileged and vulnerable in our community, all employees are considered Mandated Reporters, and must report any instance of physical or sexual abuse to proper authorities.

Qualifications
REQUIREMENTS:
  • Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications
  • In order to make home visits and travel to different school sites, offices, etc., must have access to an automobile with adequate insurance coverage and a valid California driver's license, or have means to other easily accessible transportation
  • Proof at the time of hire
    • TB clearance within 6 months' prior
    • Annual Influenza vaccination (between Nov. 1st - Mar. 31st)
    • Pertussis (whooping cough) and measles immunization
  • Health screening at the time of employment
  • Requires ability to interact with children in a busy environment including, but not limited to:
    • Able to lift up to 50 lbs.
    • Frequently kneel and squat
    • Ability to move quickly
EDUCATION:
  • BA in Early Childhood Education or Child Development (CD).
  • 24 CD units including 6 units of infant/toddler (at least 3 semester units are required at hire and any additional units for a total of 6 units are required to be completed within 1 year of hire)
  • Child Development permit - Teacher
EXPERIENCE:
  • 2 years of supervisory experience
PREFERRED QUALIFICATIONS:
  • Masters in ECE or related field.
  • Child Development Site Supervisor permit
  • Familiarity with Federally funded programs
  • 1 year working in a home-based program
