Responsibilities

  • Process service of process documents and court filings; create case files with supporting documentation.
  • Assist staff attorney with conferences and settlements of cases.
  • Prepare stipulations of settlement, default orders/judgments, and affidavits of service.
  • Maintain unit files and court calendars.
  • Prepare files for court and transport files to and from court.
  • Prepare transfer documents for cases to other units.
  • Collate documents, input court index numbers, and retrieve supporting documents for exhibits.
  • Ensure document production and file information is timely produced and tracked in LMS.
  • Record case dispositions based on final Court Orders; coordinate with Accounting on monies from dispositions.

About the Agency

The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City. As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants. With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike.

Your Team

The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations. The Office of Enforcement of Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS).

Your Impact

The Housing Litigation Division (HLD) initiates litigation against building owners in Housing Court to ensure compliance with housing standards contained in the New York City Housing Maintenance Code and New York State Multiple Dwelling Law. HLD seeks orders to correct violations, civil penalties, access warrants, 7A Administrators and appears in tenant-initiated proceedings.

Your Role

Under general supervision, the selected candidate will perform as a Administrative Support/Community Coordinator for the Housing Litigation Division (HLD). Your responsibilities will include, but not limited to, the following:

Your Responsibilities
  • Processing necessary documents for service of process and filings in court including the selection of proper respondents and creating case files with supporting documentation;
  • Assisting staff attorney with conferences and settlements of cases;
  • Assisting in preparing stipulations of settlement and default orders/judgments, and affidavit of service;
  • Maintaining the unit’s files and court calendars;
  • Preparing files for court and transporting of files to and from court;
  • Preparing transfer documents for cases to other units;
  • Collating documents, inputting court index numbers and retrieving supporting documents for exhibits such as violations, MDRs, deeds, etc;
  • Ensuring that document production and file information is timely produced for all the borough units and properly tracked in the Litigation Management System (LMS);
  • Ensuring accurate and timely recording of case dispositions based on final Court Orders; and
  • Working closely with HLD’s Accounting Unit to track and monitor monies received from final case dispositions.

Minimum Qualifications
  1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
