Brief Job Description

Human Resources Workforce Hiring Support Services provides hiring support to the large, direct-care divisions of HHSC: Health and Specialty Care System (HSCS) State Supported Living Centers (SSLCs) and State Hospitals, Family Resources and Eligibility Services (FRES) State and Regional Operations and parts of the Regulatory Services Division. Hiring Specialists support managers in the screening, selection, due diligence and onboarding of new employees, and coordination of new employee orientation activities.

Essential Job Functions (EJFs)

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Reviews weekly vacancy report to determine positions to post for entry-level job requisitions using standard posting language and screening assessments. Corresponds with HHS Employee Service Center staffing specialists to finalize postings. Ensures issues or inquiries requiring immediate attention related to the job requisition information in the on-line system are appropriately addressed and refer more detailed responses to the Hiring Specialist IV and/or appropriate Hiring Manager for resolution.

Screens applications for initial screening criteria and licensure, registration and/or certification requirements. Monitors job requisitions within assigned time frames.

Schedules in person and/or virtual interviews and prepares Hiring Specialist IV to conduct interviews. Conducts job skills assessments and reference checks.

Coordinates submission of selection packets in the Career Center. Corresponds and collaborates with the Hiring Specialist IV on resolving questions and/or issues with selection packets.

Coordinates the local new employee orientation (NEO) activities and conducts the NEO presentation on a rotating basis. Prepares new hire documentation. Reviews I-9 documentation, ensures completion of required new hire forms, enters new employee data in the Centralized Accounting Payroll and Personnel System (CAPPS) and E-Verify.

Assists in compiling, maintaining, and processing data requests for various position control actions and position tracking reports, relating to career track promotions and equity adjustments.

Assists applicants with application process in-person or via telephone and email. Performs other duties as assigned including covering Hiring Specialist IV duties when needed.

Knowledge, Skills and Abilities (KSAs)

Knowledge of:

  • Human resources principles and practices related to recruitment, hiring, orientation and employment.
  • Federal, state and local laws and regulations related to hiring and employment.
  • CAPPS and People Soft systems preferred.
  • Agency business processes preferred.

Skill in:

  • Assisting applicants with on-line application and hiring process.
  • Prioritizing, scheduling, organizing and handling multiple tasks.
  • Communicating clearly and concisely, both verbally and in writing.
  • Microsoft Office programs including Word, Excel, Outlook and PowerPoint.

Ability to:

  • Maintain confidentiality, model ethical behavior, and practice and promote integrity.
  • Explain policies and procedures to employees and applicants.

Initial Screening Criteria
  • High School Diploma or GED equivalent required.
  • At least three years of experience in a human resources or operational support role that involved any of the following: screening applications, scheduling and conducting interviews, posting vacant positions, completing documentation to hire new employees, or presenting information in a group setting.
  • Experience working at the Health and Human Services Commission is preferred.
  • Experience with liaising and coordinating work between organizational units.
  • Experience using a computer for inquiry and data entry.
  • Attention to detail as demonstrated by completeness of the state application.
Additional Information

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours. Travel may be required for up to 10%.

Salary Note: The salary offered will follow the HHS starting salary guidelines which are typically made at or near the minimum of the salary range.

This position allows a hybrid telework schedule with required on-site work. Telework is subject to change based on business needs and management directives. When teleworking is allowed, it requires reliable personal internet and a workspace that supports the protection of confidential information.

This position will support the Customer Care Center (CCC) region of Family Resources and Eligibility Services, State and Regional Operations.
