Job summary

Larson Design Group seeks a Highway Program Manager to lead a portfolio of transportation projects and guide project managers and key client relationships. You will drive overall program performance, ensure LDG quality, and manage workload, with focus on staff development and strategic growth.

The role requires strong leadership, extensive transportation experience, and a PE license, with a track record of delivering complex projects for public-sector clients.

Qualifications

  • Bachelor's degree in Civil Engineering or a related field is required.
  • Minimum of 15 years of relevant transportation engineering experience.
  • Professional Engineer (PE) license required.

Responsibilities

  • Leads a portfolio of highway projects and project managers, ensuring successful delivery and client satisfaction.
  • Develops and maintains long-term client relationships and positions LDG as a trusted transportation partner.
  • Provides oversight to Project Managers and Senior Project Managers, addressing project, client, and delivery issues.
  • Balances workload and resources across the program to meet commitments and support team performance.
  • Sets expectations for quality, accountability, and coordinated project execution across the portfolio.
  • Monitors financial performance, backlog, risks, and staffing needs, taking proactive actions.
  • Leads, mentors, and develops project managers and staff for career growth.
  • Leads business development and strategic growth, including client engagement and pursuit expansion.
  • Supports department leadership in annual goals and long-term strategic initiatives.

Your Opportunity + Impact

The Highway Program Manager provides leadership for a portfolio of transportation projects,project managers, and key client relationships. This position is accountable for overall programperformance, client satisfaction, workload and resource management, quality, financial results,staff development, and strategic growth.
The Program Manager works closely with project managers and technical leaders to ensureteams are appropriately staffed, deliverables meet LDG's quality standards, and clientcommitments are consistently achieved.

Key Responsibilities

  • Leads a portfolio of highway projects and project managers, ensuring successful project delivery, financial performance, quality standards, and client satisfaction.
  • Develops and cultivates long‑term client relationships, understands client priorities, andpositions LDG as a trusted transportation partner.
  • Provides oversight and guidance to Project Managers and Senior Project Managers,helping resolve significant project, client, contractual, and delivery issues.
  • Balances workload and resources across the program, coordinating staffing priorities tomeet commitments and support sustainable team performance.
  • Establishes clear expectations for quality, accountability, and project execution, ensuringaccurate, coordinated, and timely deliverables across the portfolio.
  • Monitors financial performance, workload, backlog, project risks, and staffing needsacross the program, taking proactive action to address issues and maintain performanceobjectives.
  • Leads, mentors, and develops project managers and staff, supporting careerdevelopment, succession planning, and continued growth of the team.
  • Leads business development and strategic growth, including client engagement,opportunity development, pursuits, and expansion of transportation services.
  • Supports department leadership in establishing and executing annual business goalsand longer‑term strategic initiatives

Education and Experience

  • Education: Bachelor's degree in Civil Engineering or a related field.
  • Experience: Minimum of fifteen (15) years of relevant transportation engineeringexperience. Demonstrated success leading complex transportation projects, projectmanagers, and client relationships.
  • Licensure/Certification: Professional Engineer (PE) license required

Preferred Qualifications

  • Significant experience with PennDOT, the Pennsylvania Turnpike Commission, and/ormunicipal transportation clients.
  • Proven ability to develop and maintain strategic client relationships and growtransportation work.
  • Strong understanding of project and program financial performance, workloadforecasting, and resource management.
  • Demonstrated success leading, mentoring, and developing project managers andmultidisciplinary teams.
  • Excellent leadership, communication, presentation, negotiation, and problem-solvingskills.
