Job summary

South Carolina Department of Transportation seeks a working supervisor to plan, coordinate and oversee maintenance crews for driveways, drainage structures and pipes within the right-of-way. You will create safe work zones, train staff on heavy equipment and coordinate with law enforcement when traffic control is needed.

The position requires 3.5 years of related experience or an equivalent, plus a valid license and CDL within 6 months.

Plans, coordinates and supervises skilled and semi-skilled maintenance workers in the installation and repair of driveways, drainage structures and pipes as well as ditching and shoulder maintenance. Supervises and ensures a safe work zone for maintenance crew, as in flagging operations, wearing safety equipment, vehicle safety or when working with hazardous material and waste. Responsible for completing daily, weekly and monthly reports and submitting reports by due date. Inputs work accomplishments and employee work hours in Highway Maintenance Management System (HMMS). Maintains daily records of work performed and materials used. Functions as a working supervisor. Operates heavy equipment in absence of regular operators. Trains and instructs personnel in the operation and maintenance of heavy equipment and proper construction practices in maintaining roads, bridges and drainage features within SCDOT right-of-way. Communicates and coordinates with law enforcement when traffic control operations are needed to ensure a safe work zone. Investigates, reviews, evaluates and resolves complaints from citizens as well as requests from supervisor, regarding maintenance activities. When needed, will contact citizens by phone. Performs assessments for work requests. Outside normal working hours (to include nights and weekends) supervises and coordinates a crew during emergencies due to inclement weather events (snow and ice, hurricane), vehicular accidents, spills and other emergencies. When crew is in an "on-call" status, is available 24 hours a day. Consistently meets the goals and objectives of the County Business Plan and other goals that may be established by District. Recommends personnel actions including promotions, transfers and disciplinary measures. Coaches, counsels and trains employees. Establishes and monitors work processes. Implements management policies and initiatives. Promotes teamwork within the organization. Rates employees yearly according to Employee Performance Management System (EPMS). Coordinates manpower, materials and equipment use with other foremen in order to support proposed schedule and to make sure tasks are completed in a timely manner. Performs other related duties as assigned.

Three and one-half (3.5) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operator’s license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position. Physical Requirement: The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and physically manipulating objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Frequently exposed to outside environment in all weather conditions, noise, and oil or grease on a daily basis. Employee must be able to work outside and in inclement weather.
