Job summary

South Carolina Department of Transportation seeks a foreman to supervise ditching and road maintenance crews. You will schedule work, oversee heavy equipment operations, and ensure safety procedures and traffic controls are followed on projects across assigned areas.

Requirements include 3.5 years of related experience, a valid operator’s license at entry, and obtaining a CDL-A within 6 months. Physical duties include lifting up to 50 lbs and working outside in varying conditions.

Qualifications

Job Responsibilities

Supervises and assists work crews, schedules, and plans work to complete ditching operations as part of yearly ditching business plan requirements. Minimum business plan requirements include completing ditching, shoulder clipping, and pipe cleaning operations in the Area assigned for each fiscal year (1/5 of the county) and completing external work requests within 30 days. Supervises and assists work crews and plans work scheduled by supervisor in the construction and maintenance of roads and bridges. Performs work required to complete various internal and external work requests. Assists other maintenance crews with daily maintenance operations and implementation and compliance of maintenance plans, as needed. Such duties may include, but are not limited to cleaning and shaping ditches, cleaning, installing, repairing, or replacing storm drainage systems and structures, repairing sinkholes and washouts, clipping shoulders and grading slopes and shoulders, repairing bridge deficiencies, repairing dirt roads, installing and maintaining traffic controls, performing skilled manual labor, etc. Operates and supervises the operation of heavy, medium, and light equipment such as tool carrier (forklift), pipe washer, skid steer, backhoes, dump trucks with trailers, front-end loaders, motor graders, ditching machines, etc. Operates and supervises the operation of dump trucks with snow plows or sand spreaders during inclement weather. Evaluates jobs at site locations, investigates work requests, investigates ditches, shoulders, and storm drainage along routes, and determines work to be performed. Develops schedules for work to be performed. Plans for appropriate staffing, equipment, and materials for jobs. Relays this information to the crew and crew leader so work can continue if the foreman is absent. Inspects work performed by crews. Instructs crews in proper construction methods and safety procedures, including traffic controls. Monitors work stages to ensure jobs are properly completed in a timely and safe manner, and ensuring all work meets Department Guidelines, Policies and Procedures. Compiles accurate information for daily, weekly and monthly reports and records. Completes timesheets. Enters data from Daily Work Reports into the Highway Management System (HMMS) Program daily. Operates and supervises the operation of small engine equipment such as chain saws, weed eaters, post drivers, pole saws, tampers, and pavement breakers as needed. Performs duties using manual labor in maintenance operations as needed. Serves as on-call foreman on a rotating basis to handle emergency, after hours calls. Provides snow and ice removal maintenance services during inclement weather operations; may include being available for extended hours or 12-hour shifts. Conducts and supervises the preventative maintenance of equipment to ensure routine maintenance is performed and recorded to get maximum utilization of equipment. Supervises and conducts pre-trip and safety inspections on all assigned vehicles and equipment. Investigates, recommends and takes corrective action for damage claims that are related to the crew. Performs annual Employee Performance Management System (EPMS) evaluations on subordinate employees. Coaches, councils, and trains employees. Recommends personnel actions including promotions, transfers, and disciplinary action. Implements management policies and initiatives and promotes teamwork. Performs other related duties as assigned.

Minimum And Additional Requirements

Three and one-half (3.5) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operator’s license is required upon entry to the position. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.

The physical demands for the essential functions involves bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, and grasping. Must be able to lift up to 50 lbs. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal scheduled work week; especially during inclement weather.
