Job summary

Dodge County seeks a Highway Maintenance Technician to oversee crews handling road construction, maintenance, and safety compliance. You will lead daily operations, enforce safety standards, and coordinate materials and equipment for projects.

Job Description
ESSENTIAL FUNCTIONS
  • Oversees crews assigned to road construction, maintenance, rehabilitation, traffic marking, drainage and pipe replacement, bridge maintenance and rehabilitation, and snow removal operations as directed.
  • Directs the work of assigned crews. Provides training, instructions, and ongoing training needs. Assigns and reassigns tasks, reviews work, and provides performance evaluation feedback.
  • Ensures appropriate training for staff on all assigned equipment and areas of work, and maintains required documentation.
  • Plans and prioritizes necessary maintenance and repair in accordance with Department policies. Ensures all work is completed accurately and timely. Secures supplies, materials, and equipment for daily work projects as needed.
  • Provides direction of work performed, if needed, to meet project standards and to adhere to County policies and procedures.
  • Provides support to assigned crew and acts as a resource for alternatives and suggestions. Makes critical decisions affecting the outcome of the assigned work and project completion.
  • Communicates status and concerns of projects, assignments, and crew members to Superintendent.
  • Performs daily inspections of the crews/project, reporting any issues to the Superintendent concerning safety or repair and maintenance procedures.
  • Inspects work completed by crews to document if work is accurately completed.
  • Prepares daily work reports involving the materials inventory, cost, status of assigned projects and inspections, crew updates, and accidents as necessary and directed. Ensures accurate charging to multiple projects.
  • Ensures all activities are carried out in a safe manner; adheres to all County safety regulations; ensures equipment is safely operated and driving laws are obeyed; ensures all regulations pertaining to the safe use of equipment are understood and followed.
  • Establishes and maintains all work zone safety appurtenances in compliance with Manual on Uniform Traffic Control Devices (MUTCD) and WiDOT requirements.
  • Reports all accidents to the appropriate authority. Follows all policies for reporting, investigating, and follow-up of equipment incidents or personal injuries. May investigate incidents as assigned.
  • Responds to and calls out after hours on-call crews for emergency requests.
  • Ensures proper care and maintenance of tools and equipment. Coordinates and provides maintenance as needed.
  • Operates equipment and performs duties of Highway Maintenance Technician on a crew as necessary.
  • Other duties as assigned.
Required Job Competencies
  • Ability and skill to drive and operate mobile equipment in a safe and proper manner.
  • Ability to safely load, unload, and transport equipment to and from job sites.
  • Knowledge of Personal Protective Equipment.
  • Knowledge of electrical systems.
  • Knowledge of operation and maintenance of assigned equipment and machinery including hydraulic systems, trailers, towing, fastening and covering of loads, lifting capacities, and proper loading to meet safe and efficient weight distributions.
  • Knowledge of Digger's Hotline, utility markings, clearances, and rules for safe equipment operation in close proximity to underground and overhead utility facilities.
  • Knowledge of legal load limits for assigned equipment and vehicles.
  • Ability to safely perform flagging operations in accordance with industry guidelines.
  • Ability to install and maintain traffic control devices in accordance with industry guidelines.
  • Ability to operate assigned machinery and equipment skillfully and safely in close proximity to vehicular traffic, grade and alignment stakes, slopes, trucks, other construction equipment, laborers and utilities.
  • Ability to read and understand grade and alignment stakes set by others.
  • Ability to safely load, unload, and transport equipment to and from job sites.
  • Ability to understand and follow oral and written instructions.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to understand and effectively carry out local policies and procedures; written instructions, general correspondence, and Federal, State, and local regulations.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision.
  • Ability to prepare and maintain accurate and concise records and reports consistent with the position.
  • Ability to communicate clearly, concisely, and effectively in English with staff, administration, and the public in both written and verbal form.
  • Ability to define problems, exercise sound judgment, and address a variety of situations.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.

  • Ability to work the allocated hours of the position and ability to work flexible hours to include evenings, nights, weekends and holidays due to adverse weather conditions, construction projects, or other emergency service.
PHYSICAL AND WORK ENVIRONMENT

This work requires the occasional exertion of up to 100 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.

Work has standard vision requirements.

Vocal communication is required for expressing or exchanging ideas by means of the spoken word.

Hearing is required to perceive information at normal spoken word levels.

Work has exposure to indoor and outdoor environmental conditions including inclement weather, heavy traffic conditions, fumes or airborne particles, and work near mechanical parts.

Work is generally in a moderately noisy setting outdoors.
