Job summary

Sheboygan County Health & Human Services seeks a Supervisor – Child Support to lead the Child Support unit within the department. You will supervise staff, ensure compliance with regulations, and manage casework, data entry, and reporting across the IV-D program.

The role requires coordinating with courts, attorneys, and community partners to deliver trauma-informed, reliable services and continuous improvement in a high-volume environment.

Qualifications

  • Bachelor’s degree in Public Administration, Business Administration, Criminal Justice, Social Services, or a closely related field preferred.
  • Three (3) years of progressively responsible experience in Child Support Enforcement or related area.
  • Demonstrated knowledge of Title IV-D requirements and family court practices.

What to Expect:

The HHS Supervisor – Child Support is responsible for providing leadership, supervision, and day-to-day operational oversight of the Child Support unit within the Human Services Department. This position supervises assigned staff and ensures the effective delivery of child support services in compliance with federal and state regulations, court orders and Department policies.

This position oversees unit operations related to case management, enforcement activities, documentation, reporting and performance monitoring. The HHS Supervisor – Child Support serves as a technical and procedural resource to staff, provides guidance on policies and legal requirements and responds to complex or escalated matters. The position supports implementation of program direction established by management and collaborates closely with courts, attorneys, County departments and external partners. The position supports staff development, accountability and continuous improvement within a high-volume deadline-driven environment and is responsible for ensuring consistent and compliant service delivery across the unit.

  • Provide direct supervision to assigned staff, including hiring, onboarding, training, work assignment, coaching, performance evaluation, corrective action, and discipline in accordance with County policies, labor agreements, and applicable laws.
  • Plan, assign, monitor, and evaluate staff workloads and performance to ensure timely, accurate, and compliant service delivery; conduct regular staff meetings and individual check‑ins.
  • Serve as a technical and procedural resource for staff; provide guidance on policies, procedures, eligibility criteria, documentation standards, and best practices.
  • Ensure compliance with federal, state, and county laws, regulations, contracts, funding requirements, and internal policies; address compliance issues and implement corrective actions as needed.
  • Develop, implement, and maintain unit-level policies, procedures, workflows, and quality assurance practices to promote consistency, efficiency, and program effectiveness.
  • Monitor program performance, productivity, and quality indicators; analyze data, identify trends or risks, and recommend or implement improvements.
  • Assist with program planning, budgeting, and fiscal oversight, including monitoring expenditures, staffing needs, and resource utilization.
  • Prepare, review, and submit required reports, data, and documentation for internal management, audits, and state or federal agencies.
  • Coordinate and collaborate with internal divisions, County departments, courts, schools, community agencies, and external partners to support integrated service delivery.
  • Respond to escalated client or customer concerns and ensure services are delivered in a professional, respectful, and trauma‑informed manner.
  • Participate in committees, workgroups, trainings, and professional development activities related to assigned programs and supervisory responsibilities.
  • Exercise independent judgment within the scope of authority; elevate complex, high‑risk, or sensitive matters to leadership as appropriate.
  • Supervise and coordinate the daily operations of the Child Support Enforcement Agency, including oversight of case specialists and clerical staff and management of the IV‑D caseload.
  • Ensure child support cases, financial records, and automated system data are accurate, complete, and compliant with federal, state, and county requirements.
  • Oversee use and integrity of automated systems and interfaces, including KIDS, CCAP, e‑Filing, CARES, EOS, and related systems; ensure timely and accurate data entry.
  • Establish performance expectations and monitor compliance with State of Wisconsin Child Support Performance Measures; develop and implement improvement strategies as needed.
  • Coordinate and oversee preparation and submission of mandatory state and federal reports, including monthly, quarterly, and annual performance and fiscal reports.
  • Assist the Child Support Director with development and monitoring of the annual budget, including staffing, equipment, and operational needs.
  • Prepare and review monthly expenditure reports for the State; coordinate fiscal accuracy with the Finance Department.
  • Monitor accounting and financial functions of the Child Support program to ensure compliance with State/County contracts, IRS policies, and audit requirements.
  • Lead and coordinate responses to state, federal, IRS, and program audits; implement corrective action plans in collaboration with leadership.
  • Develop, update, and maintain office policy and procedure manuals in accordance with changing regulations and program directives.
  • Coordinate staff training related to policy updates, system changes, compliance requirements, and performance expectations.
  • Serve as a liaison with courts, attorneys, school districts, foster care programs, law enforcement, and partner agencies to ensure coordinated service delivery.
  • Provide court testimony when required regarding child support case management, program operations, or automated system records.
  • Coordinate interpretive services for court proceedings as needed.
  • Address escalated customer service issues and complaints related to child support services.
  • Represent the Child Support program at state meetings, trainings, conferences, and community outreach or educational events, including presentations to schools and community groups.
  • Direct and coordinate program operations in the absence of the Child Support Director.
  • Maintain confidentiality, ethical conduct, and adherence to County standards of conduct.
  • Perform other related duties as assigned.
Minimum Education:

Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Criminal Justice, Social Services, or a closely related field preferred. Supplemental education, training, or experience in modern administrative, managerial, and supervisory principles and practices; and in legal, regulatory, and investigative office practices and procedures relevant to Child Support operations.

Minimum Experience:

Three (3) years of progressively responsible experience in Child Support Enforcement or a closely related human services, legal, or public‑sector program, including increasing administrative, technical, or lead‑level responsibilities. A combination of education and experience may be considered.

Other Requirements:

Demonstrated experience interpreting and applying federal and state child support laws, administrative rules, court procedures, and program policies within a Title IV‑D environment is required. Prior experience providing lead work, training, mentoring, quality review, or supervisory support to staff is strongly preferred. A Valid Wisconsin Driver’s license.

  • Advanced knowledge of the Child Support Enforcement Program, including Title IV‑D requirements and applicable federal and Wisconsin statutes, administrative rules, and policies governing establishment, enforcement, modification, interstate cases, and case closure.
  • Advanced understanding of family court practices and procedures, including interpretation of court orders, evidentiary requirements, procedural timelines, and accurate entry of legal actions into the State child support system.
  • Demonstrated expertise in the Kids Information Data System (KIDS) and related systems (e.g., CARES, CCAP, eFiling), including case review, error resolution, compliance monitoring, and technical guidance to staff.
  • Skill in analyzing complex or high‑risk cases, identifying compliance or procedural issues, and recommending appropriate enforcement strategies, corrective actions, or referrals consistent with law and policy.
  • Ability to review, evaluate, and provide technical guidance on legal documents, court orders, and case actions prepared by staff to ensure accuracy, completeness, and compliance prior to submission.
  • Strong instructional, mentoring, and coaching skills, including the ability to train staff on policies, procedures, systems, and best practices and to promote consistent program application and performance.
  • Ability to support development, implementation, and refinement of unit policies, procedures, workflows, and training materials in collaboration with Child Support leadership.
  • Demonstrated leadership presence, sound judgment, and professionalism when serving as a technical resource to staff, collaborating with leadership, and representing the program in meetings, audits, trainings, or interagency settings.
  • Knowledge of supervisory and management principles, including staff supervision, coaching, performance management, discipline, employee development, scheduling, workload distribution, and conflict resolution within a public human services environment.
  • Knowledge of applicable federal, state, and county laws, administrative rules, confidentiality requirements, and ethical standards governing human services programs, personnel management, and client information.
  • Ability to provide effective supervision, including setting expectations, evaluating performance, delivering corrective feedback, supporting professional growth, and addressing performance or conduct issues in accordance with County policy and labor agreements.
  • Skill in planning, organizing, and directing unit operations, including managing competing priorities, monitoring workflow, meeting deadlines, and ensuring program continuity and service quality.
  • Ability to interpret policy, procedures, and program requirements; translate them into clear guidance for staff; and ensure consistent, compliant implementation.
  • Skill in analyzing operational data, performance measures, and quality indicators to identify trends, address deficiencies, and support continuous improvement and corrective action planning.
  • Ability to collaborate effectively with internal and external partners, leadership, and interdisciplinary teams to coordinate services, resolve issues, and advance program goals.

  • Work is performed primarily in an office environment with frequent use of a computer, keyboard, telephone, and standard office equipment.

  • Requires sufficient vision to read electronic and paper documents, review financial and legal records, and accurately enter data; sufficient hearing and speech to communicate effectively with clients, coworkers, attorneys, court personnel, and the public in person and by telephone.
  • Frequent interaction with members of the public, including individuals who may be experiencing financial stress, emotional distress, conflict, or frustration related to child support matters.
  • Work involves handling sensitive, confidential, and legally protected information in compliance with State and Federal regulations.
  • May be required to attend court proceedings, meetings, or trainings at County facilities or other locations; limited travel may be required.
  • Work is subject to deadlines, statutory timeframes, and fluctuating workloads that may require prioritization of competing tasks.
