Qualifications

  • Bachelor's degree from an accredited college or university in public health, public administration, or related field with four years of public health program coordination experience.
  • OR: Three years of experience with Pima County as a Public Health Program Coordinator or related management role.
  • Relevant education and/or experience may be substituted.

Responsibilities

  • Develops, implements, and manages public health programs aligned with department goals.
  • Oversees program activities and grant deliverables, including outreach, education, and service delivery.
  • Ensures programs run efficiently, within timelines and budgets.
  • Monitors program progress and adjusts as needed to achieve outcomes.
  • Collects, analyzes, and interprets program data to assess impact and inform improvements.
  • Prepares reports for internal stakeholders and senior leadership.
  • Builds relationships with community partners, local agencies, and stakeholders.
  • Develops and manages program budgets, including grant budgets, ensuring efficient allocations of resources and expenditures.
  • Supervises and mentors program staff, providing guidance, support, and professional development opportunities.

Pay Range
  • Hiring Range: $65,457 - $78,540 Annually
  • Pay Range: $65,457 - $91,644 Annually

Hiring Range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Pay Range is the entire compensation range for the position.

The Heat Response and Relief Program Manager plays a critical role in protecting community health by leading efforts that reduce heat‑related illness and strengthen emergency response capacity. This position oversees program planning, coordination, and evaluation while building partnerships across government, community organizations, and coalitions to ensure effective and equitable service delivery. The Program Manager manages resources, collaborates with diverse teams, and integrates the perspectives of marginalized communities to support comprehensive, data‑informed public health strategies

  • Develops and manages program budgets, including grant budgets, ensuring efficient allocations of resources and expenditures;
  • Supervises and mentors program staff, providing guidance, support, and professional development opportunities.
Minimum Qualifications

Bachelor's degree from an accredited college or university with a major in business administration, public administration, public health, healthcare administration or related field as determined by the department head at the time of recruitment, AND four years of related experience in the coordination and/or implementation of activities for public health programs, clinics and/or community-based initiatives.

(Relevant experience and/or education from an accredited college or university may be substituted.)

OR:

Three years of experience with Pima County as a Public Health Program Coordinator, or other related management or supervisor or coordinator level job classification.

Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application.

Preferred Qualifications
  • Master’s degree in public health, climate health, global health, or related field.
  • Minimum two (2) years experience supervising staff, interns, or volunteers.
  • Minimum one (1) year experience in emergency preparedness, emergency management, or emergency response.
  • Minimum two (2) years experience managing a public health program or initiative.
  • Minimum two (2) years experience in partnership collaborations.
Selection Procedure

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
