Job summary

ARIZONA DEPARTMENT OF HEALTH SERVICES seeks a Healthcare Compliance Officer to oversee long-term care facilities, ensuring compliance with state and federal rules and transforming findings into defensible reports. The position is based in Phoenix, AZ, with statewide travel as required.

You will conduct surveys, prepare statements of deficiency, interpret the Arizona Administrative Code and Revised Statutes, and guide facility management toward safe, high-quality care while balancing inspections

Qualifications

• Arizona Driver's License required.
• Fingerprint Clearance Card required (Arizona Level 1).
• Travel statewide without restrictions.
• Preferred Licensure: RN, Social Worker, Dietitian, Counselor (Arizona).
• SMQT certification or eligible to complete within 1 year after hire.

Responsibilities

• Execute facility surveys (initial, annual, complaint-based) to evaluate quality systems and compliance.

Position Overview:

We are seeking a detail-oriented and adaptable Healthcare Compliance Officer to maintain healthcare facility standards across Arizona. In this role, you will ensure facility compliance with state and federal regulations, transform findings into clear, defensible reports, and provide technical guidance to healthcare providers to facilitate safe, high-quality care.

What you will do:

• Execute initial, annual, and complaint-based facility surveys to evaluate quality systems and adherence to state and federal standards.
• Prepare detailed investigative reports and statements of deficiency that meet legal and technical standards for regulatory enforcement.
• Interpret complex regulatory requirements (Arizona Administrative Code and Revised Statutes) and communicate them clearly to facility management to promote a collaborative environment.
• Pivot between scheduled inspections and urgent, high-priority safety incidents or adverse event investigations.
• Conduct thorough investigative interviews, engaging facility personnel constructively to gather accurate compliance facts.
• Utilize state database software and electronic documentation platforms to track certifications and ongoing investigations.

Core Skills and Competencies:

• Ability to interpret and apply the Arizona Administrative Code, Arizona Revised Statutes, and agency disciplinary protocols within diverse clinical settings.
• Proficiency in interview techniques, including the ability to gather sensitive facts during complaint allegations while maintaining professional, neutral interactions.
• Capability to translate compliance findings into clear, concise, and legally defensible reports.
• Demonstrated aptitude for prioritizing tasks, managing time effectively, and balancing routine inspections with urgent, unpredictable incidents.
• Experience interacting professionally with diverse, multicultural healthcare teams and community stakeholders to support compliance.

Required Credentials:

• Arizona Driver's License: Ability to travel statewide without restrictions.
• Fingerprint Clearance: Must possess a valid Arizona Level 1 Fingerprint Clearance Card (or be able to apply within 7 business days of hire).

Preferred Qualifications:

• Professional Licensure: Active professional license to practice in Arizona, or proof of eligibility for reciprocity, in:
  • Registered Nurse (RN)
  • Social Worker
  • Dietitian
  • Counselor
• Certifications: Completion of the Surveyor Minimum Qualifications Test (SMQT) OR be able to complete within 1 year after hire.

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit.
