Job description

Summary

The Health System Specialist serves under the Assistant Director at the St. Louis VA Medical Center (STLVAMC). The primary purpose of the position is to provide support to health care management officials by analyzing, evaluating, advising on, or coordinating health care delivery systems and operations.

Qualifications

Applicants must meet the requirements by the closing date of this announcement – 01/26/2026. For positions above GS-5: 1) Undergraduate or graduate education in hospital administration, public health administration, business, or public administration with coursework in health care administration; or 2) Specialized experience consisting of progressively responsible analytical or administrative, clinical management, or supervisory experience in the health care field. The work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities, involving a close working relationship with facility managers and analysis/coordination of administrative, clinical, or other service activities. 3) Knowledge of missions, organizations, programs, and requirements of health care delivery systems, regulations and standards of various regulatory and credentialing groups, and government-wide, agency, and facility systems and requirements in areas such as budget, personnel, and procurement. 4) Specialized experience equivalent to one year at GS-11 in the normal line of progression for the occupation in the organization. 5) Time-in-grade requirements for current Federal employees and former Federal employees applying for reinstatement. 6) Physical requirements: the work is sedentary; some travel is required. 7) Additional information may be found at OPM website. To qualify, applicants should provide an SF‑50s demonstrating time‑in‑grade and any additional SF‑50s if necessary. 8) Volunteer experience is credited toward specialized experience when it involved paid or unpaid roles with organizations such as the Peace Corps or AmeriCorps.

Duties
  • Plans and conducts a variety of broad and complex analytical and evaluative studies of medical facility health care delivery services such as organizational structures and management systems for the administrative services, including human resources, space, equipment, financial resources, medical records administration, and medical facility housekeeping.
  • Identifies and participates in resolving the full range of management problems and assists in developing management programs on a service, inter‑service, medical center, or VISN‑wide basis.
  • Conducts management studies in organizational entities with critical problems, integrates cyclical management studies, and performs systematic internal reviews and Management Briefings in accordance with VHA Handbook 1730.2.
  • Develops management improvement programs or revised policy and procedural requirements for more effective application of various administrative management systems such as work measurement, work simplification, incentive awards, performance evaluation, reporting, automation, and communication analyses.
  • Formulates recommendations, including specific plans to correct deficiencies or increase positive accomplishments of administrative practices, and develops criteria to determine measurable work areas and establish quantitative and qualitative production standards.
  • Conducts in‑depth studies to meet existing or emerging needs, including logistical studies directed at determining the most effective utilization of space, supplies, transportation, storage facilities, and other resources.
  • Prepares study reports and findings with substantive and innovative recommendations to improve the effectiveness, efficiency, and productivity of the medical facility health care program.
  • Makes formal presentations to medical management officials to propose major modifications and improvements regarding the facility organization structure and functions, health care services, administrative support services, and the establishment of an atmosphere conducive to accomplishing the basic medical facility mission.
  • Promotes good relations with patients, staff, representatives of other medical facilities, and community organizations.
