Job description

The Monroe County Health Department Health Services Director is responsible for managing clinical and administrative operations, supervising assigned staff, ensuring regulatory compliance, and overseeing compliance of public health programs and services that protect and improve the health of the community. The ideal candidate is an experienced nurse with strong management, communication, and organizational skills who can lead a multidisciplinary team and advance community health initiatives.

Essential Duties and Responsibilities
Clinical Oversight
  • Oversees nursing and clinical services including immunizations, communicable disease control, maternal child health, chronic disease prevention, school health liaison services, lead case management, tuberculosis prevention and case management, access to and linkage to clinical care, and trauma and injury prevention
  • Ensures delivery of public health nursing services and evidence-based programs
  • Supervises communicable disease response activities and public health investigations
  • Directs and supports community health screening initiatives, vaccination clinics, maternal child health programs, and chronic disease prevention programs
  • Supervise assigned staff including training, mentoring, and ensuring compliance with local, state, and federal guidelines
  • Direct weekly staff schedules for clinics, outreach services, and health programs
  • Ensures compliance with all applicable Monroe County Health Department policies and procedures, HIPAA regulations, and all other laws relating to privacy, confidentiality, and service delivery
  • Ensures compliance with standing orders issued by Health Officer regarding administration of medical procedures, including training and monitoring assigned personnel
  • Oversees employee timekeeping, enforcing employee schedules, and notifying Health Administrator of issues
  • Assigns various administrative duties to personnel, including pulling and filing medical records, patient scheduling, and data tracking related to Health First Indiana core services
Administrative Duties
  • Develops emergency protocols for disease outbreaks and clinical public health services
  • Directs mobile health clinics including ordering vaccines and necessary supplies, scheduling clinic sites and employee hours, and ensuring compliance with local, state, and federal guidelines
  • Oversees office equipment maintenance and service, coordinating repairs as needed
  • Serves as the HIPAA Privacy Officer
  • Collects program, epidemiological, and clinical health data
  • Coordinates policies for inventory; prepares and submits supply requests
Clinical Services
  • Provides services in the absence of assigned staff including vaccinations, medication administration, health screenings, venipuncture, and communicable and non-communicable disease case management
  • Answers questions and provides information to patients and community partners concerning health information and clinic scheduling assistance for vaccinations, health screenings, or treatment of sexually transmitted infections
  • Administers oral and intramuscular medication in the absence of assigned personnel, following Health Officer standing orders
  • Serves on call for vaccine refrigerator and freezer alarm and
Qualifications:

A degree in nursing from an accredited institution and Indiana license.

Qualified candidates will have the ability to independently problem solve, independently use health information exchange systems, knowledge of vaccination guidelines and immunization schedules, collect and analyze data, and provide training and corrective feedback for public health nursing services.

$36/hour plus full benefits

Exempt; 35 hours; 8:00am-4:00pm with a 1-hr lunch from 12:00-1:00pm, M-F; some evenings and weekends for health clinics and public health emergencies
