Job summary

City and County of San Francisco's City Attorney’s Office, Health & Human Services Team, seeks a Deputy City Attorney to advise on complex healthcare contracts, grants, and public health policy. You will review and negotiate contracts, support hospital and clinic operations, and help shape city health programs through strong legal guidance.

Qualifications

• At least five years of legal experience, preferably in advisory, healthcare, or public agency roles.
• Familiarity with healthcare regulatory frameworks (Medi-Cal, CMS, HIPAA, fraud‑and‑abuse laws, licensing rules).
• Experience with solicitations, vendor selection, bid protests, and procurement compliance.
• Experience advising on hospital or health system operations and regulatory compliance.
• Knowledge of HIPAA Privacy and Security Rules and related privacy laws (preferred).

Responsibilities

• Reviewing and negotiating contracts, procurements, and RFPs.
• Advising departments on legal and policy issues involving health care, public health, social services, homelessness systems, and government operations.
• Providing guidance on regulatory, compliance, and operational matters affecting hospitals and behavioral health programs.
